Objectives

The primary objective of this tender is to appoint a contractor for the construction of the Katjibane Bus and Taxi Route (Phase-5). The project aims to deliver public infrastructure using labour-intensive methods, including the construction and paving of a 640m long, 6m wide interlocking paving road in Katjibane village. The scope also includes upgrading the access road, ensuring community involvement, and adhering to environmental and safety standards.

Scope

The scope of work encompasses:

• Construction and paving of a 640m x 6m block paved road with 80mm interlocking blocks.
• Upgrading approximately 0.64 km of access road, including earthworks, sub-base, base, and surfacing layers.
• Installation of road signs, speed humps, bus bays, and related traffic control devices.
• Provision of temporary access roads, site establishment, and protection of existing services.
• Implementation of environmental management, safety, and traffic accommodation measures.
• Coordination with local communities and adherence to labour-intensive and environmental standards.

Technical Requirements

• Compliance with CIDB grading of 5CE or higher, and adherence to all relevant standards including SANS 1200, SANS 1921, and other specified specifications.
• Preparation of detailed construction programmes, including alternative schedules if applicable.
• Provision of quality control, testing, and inspection of materials and workmanship, including concrete, asphalt, and earthworks.
• Implementation of environmental management plans, including waste management, erosion control, and pollution prevention.
• Compliance with Occupational Health and Safety regulations, including appointment of safety personnel, risk assessments, and safety plans.
• Proper setting out, survey, and control of the construction works with certified survey equipment and competent personnel.
• Installation of traffic signs, speed humps, and other traffic control devices according to approved drawings and standards.
• Management of existing services, including protection, relocation, and repair as necessary.
• Provision of site facilities, including offices, storage, and welfare facilities, in compliance with safety and environmental standards.

Skills Requirements

• Proven experience in road construction, especially in labour-intensive infrastructure projects, with a minimum of two completed projects of similar scope and value (R3m-R10m).
• CIDB contractor grading of 5CE or higher, with a bank rating of at least 'C'.
• Qualified and experienced personnel including:
  • Project Manager or Site Agent with relevant experience and qualifications.
  • Qualified Safety Officer with SACPCMP registration.
  • Surveyors with certified equipment and experience in setting out.
  • Skilled workers for earthworks, paving, and installation of traffic devices.
• Capability to manage environmental, health, and safety requirements, including the appointment of competent safety personnel and implementation of safety plans.
• Ability to coordinate with local communities, authorities, and stakeholders effectively.
• Demonstrated financial capacity to undertake projects within the specified value range, supported by audited financial statements.
• Provision of key personnel CVs, registration certificates (ECSA, SACPCMP), and proof of relevant experience.
• Capacity to mobilize and manage plant, equipment, and resources required for the project, including ownership or lease arrangements.
