Objectives

The primary objective of this tender is to ensure the safe and efficient manual preparation of thinning operations, including the provision and maintenance of motorised equipment, personal protective equipment (PPE), hand tools, chainsaws, brushcutters, and first aid facilities. The aim is to manage risks associated with these activities through proper training, equipment standards, and operational procedures.

Scope

The scope encompasses:

• Manual preparation of thinning activities as detailed in Annexture 1.
• Provision and management of motorised equipment as outlined in Annexture 2.
• Supply and use of PPE as specified in Annexture 3.
• Use of hand tools, chainsaws, and brushcutters as per Annexture 4.
• First aid arrangements and facilities.
• All operations within the South African Forestry Company Limited (SAFCOL), its subsidiaries, and contractors.

Technical Requirements

The technical requirements include:

• Maintenance of motorised equipment in a safe, roadworthy, and clean condition, with adherence to planned maintenance schedules and OEM recommendations.
• Regular inspections at each shift start, defect reporting, and prompt rectification.
• Use of only trained and certified operators with valid competency certificates and medical fitness.
• Compliance with traffic laws, including speed limits, seat belt use, and prohibition of alcohol/drug influence.
• Proper securing of loads, use of emergency and safety equipment, and adherence to operational procedures for cable extraction and off-highway vehicle crossing.
• Specific procedures for transporting personnel, cable extraction systems, and crossing public roads with off-highway vehicles.

Skills and Requirements

The skills and qualifications required include:

• Operators must possess valid, accredited competency certificates for specific machinery.
• Operators and drivers must undergo medical evaluations at least annually and hold valid Certificates of Fitness.
• Knowledge of and adherence to safety standards, operational procedures, and emergency protocols.
• Training in the safe use of cable extraction systems, with certificates valid for two years.
• Ability to conduct daily inspections, report defects, and maintain equipment records.
• Effective communication skills for coordinating with team members and adhering to safety instructions.
