Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider responsible for the collection, transportation, and environmentally responsible disposal or treatment of waste, including hazardous waste such as laboratory chemicals and healthcare risk waste. The service provider must ensure safe, compliant, and environmentally sustainable waste management practices over a period of 24 months, supporting the Department of Agriculture and Rural Development's mandate to handle waste responsibly and mitigate health and environmental risks.

Scope

The scope of the service includes:

• Classification, collection, transport, and disposal or treatment of various waste streams, including hazardous chemicals, biological waste, sharps, and pharmaceutical waste.
• Provision of suitable waste containers, including chemical waste containers, sharps containers, biohazardous waste containers, and anatomical/pharmaceutical waste containers.
• Transportation of waste using vehicles equipped with spill kits, registered as dangerous goods carriers, and meeting relevant safety and legal standards.
• Destruction of healthcare risk waste at approved treatment facilities, with proof of compliance and regular audits.
• Provision of documentation such as collection certificates, disposal certificates, and waste manifests for each consignment.
• On-site reporting, compliance with safety standards, and adherence to environmental legislation.

Technical Requirements

The technical requirements include:

• Provision of environmentally compliant waste classification, collection, transport, and disposal/treatment services.
• Use of vehicles that meet national standards (SANS codes), are registered for dangerous goods, and equipped with spill kits and tracking devices.
• Provision of certified waste treatment facilities that demonstrate compliance with health and safety standards, including incineration and high hazardous landfill disposal where applicable.
• Regular microbial testing of vehicles and containers, with documentation of results.
• Provision of SABS-approved waste containers that are correctly color-coded, labeled, and electronically tracked from cradle to grave.
• Proper handling, segregation, and documentation of all waste streams, including sharps, biohazardous, anatomical, and pharmaceutical wastes.
• Availability of contingency plans for treatment facility failures and compliance with legislation regarding waste destruction and disposal.

Skills Requirements

The service provider must demonstrate:

• Proven experience and a track record in hazardous waste management, including classification, collection, transportation, and disposal.
• Qualified personnel with training in hazardous waste handling, including drivers, supervisors, and waste handlers.
• Staff trained in safety protocols, emergency response, and environmental compliance.
• Capability to prepare waste disposal plans, manage waste manifests, and produce compliance documentation.
• Ability to conduct regular microbial testing and provide reports on vehicle and container safety.
• Competence in providing and managing specialized waste containers, ensuring their compliance with UN and SABS standards.
• Effective reporting, record-keeping, and site management skills, including reporting to departmental officials and conducting site visits.
