Objectives

The primary objective of this tender is to appoint a financial institution capable of providing comprehensive banking services to the Steve Tshwete Local Municipality for a period of 60 months. The aim is to ensure efficient, reliable, and compliant banking operations aligned with the municipality's requirements and policies.

Scope

The scope of the tender encompasses the provision of banking services as detailed in the bid document. This includes handling the municipality's banking transactions, managing accounts, and fulfilling other related financial services over the specified 60-month period. The scope also involves compliance with relevant regulations and policies, as well as meeting the functionality and technical criteria outlined in the tender.

Technical Requirements

• Provision of banking services that meet the functionality criteria with a minimum score of 70 points out of the total for functionality.
• Submission of all compulsory documents, including:
  • Company registration certificate (CK)
  • Municipal account not older than 3 months or lease agreement with landlord’s municipal rates account
  • Joint Venture Agreement (if applicable) and registration on CSD as a Joint Venture
  • Audited financial statements for the past 3 years
  • Certified copy of Professional Indemnity Insurance
  • Registration certificate under the Bank Act, No 94 of 1990
  • Financial Sector Conduct Authority Registration Certificate as a Financial Service Provider
  • All relevant forms completed in full
• Participation in a non-compulsory clarification meeting scheduled for 21/07/2026.
• Adherence to the evaluation process, which includes functionality, price, and preference points.

• Provision of proof of financial stability through audited financial statements and insurance certificates.
