Objectives

The primary objective of this tender is to solicit bids from qualified service providers to use, control, and manage approximately 500 hectares of Horseshoe Farm (Farm A and B, Horseshoe Number 9288) for agricultural production and district economic priority purposes over a period of nine (09) years and eleven (11) months. The initiative aims to promote commercial agriculture, stimulate economic growth, support emerging farmers, and contribute to broader community benefits beyond mere job creation, aligning with district and national development frameworks such as the IDP, Ugu Economic Development Strategy 2022-2032, and the Eastern Seaboard Development.

Scope

The scope encompasses:

• Use and management of approximately 500 hectares of land, including arable and non-arable land.
• Engagement in commercial agricultural activities and other district priority economic activities.
• Implementation of agricultural business plans, land use plans, and value chain development for emerging farmers.
• Partnership with government and private sector to ensure successful project delivery, including job creation, enterprise development, and community benefits.
• Provision of supporting documentation such as land use plans, off-take agreements, support letters, and land rights evidence.
• Adherence to evaluation criteria focusing on agricultural experience, market demand, business plans, and support from relevant departments.

Technical Requirements

The technical requirements include:

• Demonstrated agricultural production experience and skills, with relevant certificates and references.
• Evidence of market demand and off-take agreements for agricultural produce.
• A comprehensive agricultural and non-agricultural land use plan.
• Support letters from government departments or SOEs endorsing the project.
• Supportive training certificates and land rights documentation.
• Compliance with land use and land rights regulations, including land ownership or usage rights.
• Adherence to environmental and land management standards.

Skills Requirements

• Proven expertise in agricultural production, land management, and business development.
• Experience in developing and implementing agricultural business plans and value chain activities.
