Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver a 36-month garden maintenance service at the Smithfield Magistrate Office. The contractor is expected to perform general maintenance, routine gardening, and related services to ensure the site remains well-maintained, safe, and compliant with relevant standards throughout the contract period.

Scope

The scope of work includes:

• General maintenance and routine gardening at Smithfield Magistrate Office for 36 months.
• Maintenance of lawns, shrubs, roses, perennial and tuberous plants, and trees.
• Cleaning of roads, sidewalks, footpaths, paved areas, and removal of rubble and rubbish.
• Pest control, fire belt management, and weed eradication.
• Application of fertilizers, mulching, pruning, watering, and cultivation activities.
• Maintenance of annual seedlings and trees, including planting, pruning, and fertilization.
• Monitoring and reporting on pest infestations, hazards, and safety compliance.
• Provision of all labour, equipment, tools, protective clothing, and materials necessary for the execution of the scope.

Technical Requirements

The technical requirements include:

• Adherence to specifications for mowing, weeding, pruning, irrigation, fertilization, mulching, and pest control as detailed in the scope.
• Supply of appropriate machinery and tools, including lawnmowers, trimmers, rakes, shovels, and protective gear.
• Implementation of safety, health, and environmental standards in line with the Occupational Health & Safety specifications.
• Compliance with minimum labour rates, employment conditions, and security clearance requirements.
• Preparation and submission of a detailed Site Safety Plan and Hazard Identification and Risk Assessment prior to commencement.
• Regular inspections, record-keeping, and reporting as per the contract and safety standards.
• Provision of PPE, signage, and training for all personnel involved.
• Adherence to the specified standards for quality workmanship, timely delivery, and environmental management.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in horticultural and landscaping services, particularly in public or institutional settings.
• Competent personnel trained in horticultural practices, safety procedures, and equipment operation.
• Ability to develop and implement safety, health, and environmental management plans.
• Knowledge of local plant species, pest management, and sustainable gardening practices.
• Capacity to supply and maintain all necessary tools, machinery, and protective clothing.
• Ability to maintain accurate records, reports, and documentation related to work activities, safety, and compliance.
• Understanding of legal and regulatory requirements, including labour laws, safety standards, and environmental regulations.
