Objectives

The primary objective of this tender is to acquire suitable office accommodation measuring approximately 1177.50 m² along with 12 covered parking bays in Gugulethu, Western Cape, for the SASSA Western Cape Regional Office. The lease is intended to be for a period of five (5) years, ensuring a compliant, accessible, and functional workspace that meets all regulatory standards and operational needs of SASSA.

Scope

The scope of the project includes:

• Provision of office space of approximately 1177.50 m² in Gugulethu, with all necessary equipment and installations compliant with relevant regulations.
• Provision of 12 covered parking bays, including 2 bays designated for persons with disabilities, located within walking distance from the office.
• Lease agreement for five years, with tenant installation and fit-out completed within 9 months of award.
• Compliance with National Building Regulations, Occupational Health and Safety Act, and other relevant standards.
• Provision of backup water and electricity installations for a minimum of 8 hours each to ensure business continuity.
• Maintenance of the property and installations throughout the lease period, at the landlord’s cost.
• Location within the Gugulethu area, accessible via public transport.

Technical Requirements

The technical specifications include:

• Office accommodation must be on the ground floor or suitable multiple floors with a ground area of at least 1177.50 m².
• All equipment and installations must comply with the National Building Regulations and the Occupational Health and Safety Act.
• Provision of tenant installation as per SASSA Needs Assessment, with completion within 9 months.
• Business Continuity Plan including backup water and power for at least 8 hours each.
• Maintenance of property features such as electrical, plumbing, security, and HVAC systems at the landlord’s expense.
• Location must be within walking distance from public transport in Gugulethu.
• Building zoning must be approved for office use.

Skills and Skills Requirements

The tender emphasizes the need for bidders to demonstrate:

• Experience in providing office accommodation to government entities or similar organizations.
• Capability to deliver tenant fit-out and installation within the stipulated timeframe (not more than 9 months).
• Ability to prepare and implement a comprehensive Project Implementation Plan covering methodology, phases, resources, risks, and contingency measures.
• Provision of a Business Continuity Plan addressing backup water and electricity supply.

• Capacity to maintain the property and installations throughout the lease period at the landlord’s cost.
• Proven track record in property management, leasing, and tenant installation projects, preferably for government or public sector clients.
