Objectives

The primary objective of this tender is to appoint a Fibre Internet Service Provider to supply, install, and manage a resilient and scalable wide area network (WAN) across all Theewaterskloof municipal sites. The service aims to ensure reliable connectivity, enhance network security, provide technical support, and facilitate seamless communication between municipal offices. Additionally, the project seeks to reduce internet expenditure through cost-effective strategies and to support the municipality's operational and service delivery needs until 30 June 2029.

Scope

The scope includes:

• Design, provision, and management of a fibre-based internet solution for all municipal sites listed in the site list, with options for expansion.
• Implementation of fibre internet at sites that are fibre-ready, with the possibility to add additional fibre sites in the future.
• Seamless takeover of existing services from current providers.
• Provision of associated services such as network security, technical support, maintenance, and upgrades.
• Delivery of services over a three-year period from appointment, with options for renewal or extension.

Technical Requirements

The technical specifications for the fibre internet solution include:

• Reliable and consistent internet connectivity with guaranteed bandwidth and uptime as per Service Level Agreements (SLAs).
• Symmetrical upload and download speeds with specified minimum thresholds for each site.
• Implementation of network security measures to safeguard data and infrastructure.
• Regular network monitoring, maintenance, and upgrades to ensure optimal performance.
• Transparent billing practices with clear breakdowns of charges.
• Provision of technical support with defined response times, including troubleshooting and fault resolution within specified timeframes.
• Scalability to accommodate future expansion and increased bandwidth needs.
• Compliance with regulatory standards and industry best practices.

Skills and Skills Requirements

The successful bidder should possess:

• Expertise in designing and deploying fibre optic networks and wide area networks (WANs).
• Experience in managing large-scale internet service provision for municipal or similar institutional clients.
• Technical proficiency in network security, monitoring, and maintenance.
• Capability to provide timely technical support and troubleshooting services.
• Knowledge of regulatory compliance and industry standards related to telecommunications and data security.
• Proven track record of delivering reliable fibre internet solutions within budget and time constraints.
