Objectives

The primary objective of this tender is to appoint a qualified service provider to design, implement, manage, and report on a Sector Education and Training Authority (SETA)/QCTO-accredited learnership program specifically for Persons with Disabilities (PWD). The program aims to enhance inclusive economic participation, improve skills development, and facilitate employment opportunities for PWD through end-to-end management, stakeholder engagement, and capacity building over a three-year period.

Scope

The scope encompasses the full lifecycle of a PWD-focused learnership program, including:

• Program design, planning, and collaboration with C-BRTA
• Registration and accreditation with SETA/QCTO
• Recruitment, screening, and onboarding of PWD learners using accessible and inclusive processes
• Verification of learner eligibility and disability confirmation
• Placement of learners in suitable workplaces or within C-BRTA
• Delivery of theoretical and practical training aligned with occupational qualifications
• Management of facilitators, assessors, and moderators
• Provision of accessible learning materials and adaptive methodologies
• Ongoing learner support, mentorship, and psychosocial services
• Assessment, moderation, certification, and external verification
• Compliance with relevant legislation and quality assurance standards
• Final reporting on learner outcomes, impact, and certification
• Support for learner exit, employability, and transition activities

Technical Requirements

The technical specifications include:

• Development of a comprehensive implementation plan with timelines, governance, and risk management
• Registration and accreditation of the learnership with SETA/QCTO
• Inclusive recruitment and onboarding processes ensuring accessibility for PWD
• Verification of disabilities with appropriate documentation (EEA1 forms, medical certificates)
• Placement management ensuring accessible and compliant workplaces
• Delivery of curriculum through accessible and adaptive training methods
• Appointment of accredited facilitators, assessors, and moderators
• Provision of accessible learning materials and assistive technologies
• Monitoring and evaluation systems for learner progress and program impact
• Compliance with legislation including Skills Development Act, Employment Equity Act, POPIA, and OHS
• Preparation of comprehensive final reports and learner portfolios

Skills Requirements

The successful bidder must demonstrate:

• Experience in designing and managing SETA/QCTO-registered learnerships for PWD
• Proven track record in skills development, disability inclusion, and employment initiatives
• Capacity to deliver accessible training and adapt methodologies for diverse disabilities
• Expertise in stakeholder coordination with SETAs, employers, and government agencies
• Qualified personnel including project managers with relevant degrees, registered assessors, facilitators with facilitation certificates, and moderators with SETA/QCTO registration
• Experience in monitoring, evaluation, and reporting frameworks for skills development programs
• Ability to transfer skills to internal HR staff and ensure sustainability of the program
