Objectives

The primary objective of this tender is to appoint a panel of qualified and experienced service providers to supply and deliver brushcutters and related accessories to the Alfred Duma Municipality for a period of two years. The aim is to ensure the municipality has reliable access to quality equipment and accessories necessary for its operational needs.

Scope

The scope of the tender includes:

• Supply and delivery of various types of brushcutters and accessories as specified in the bid documents.
• Provision of equivalent items if specified or approved by the municipality.
• Delivery of items within stipulated timeframes, with the possibility of extending the contract for up to three years based on performance.
• Optional inclusion of related equipment such as chainsaws, pole pruners, blades, trimmers, plugs, and other accessories as per the detailed specifications.

Technical Requirements

The technical requirements include:

• Supply of specified models such as FS 460 brush cutters, STIHL chainsaws, and other specified equipment.
• Items must meet or exceed the specifications provided, or be equivalent and approved by the municipality.
• Items must be new, unused, and incorporate the latest design and material improvements.
• Items must be properly packed to prevent damage during transit and comply with special packaging instructions.
• Items must be delivered within 7 working days of order placement.
• Suppliers must provide warranties of at least 12 months for the goods supplied.
• All goods must be insured against loss or damage during transportation and storage.
• Suppliers must comply with all inspection, testing, and quality assurance requirements as specified.

Skills and Qualification Requirements

The tender stipulates that bidders must demonstrate:

• Proven experience through references and reference letters for similar supply projects.
• Previous contracts/orders of similar nature with attached appointment letters or reference letters, with a maximum score of 20 points based on the number and value of contracts.
• Bank statements or bank confirmation letters demonstrating financial capacity, with scoring based on the amount held (e.g., R150,000 or more scores higher).
• Registration on the Central Suppliers Database (CSD).
• Capability to deliver quality goods within specified timeframes.
• Possession of relevant business licenses and tax clearance certificates.
• Compliance with BBBEE requirements and ownership criteria for preferential points.
• Demonstrated understanding of procurement processes and ability to meet technical specifications.
