Objectives

The primary objective of this tender is to establish a two-year contract for the supply, decanting, and delivery of fuel (specifically 50 ppm diesel and 95 unleaded petrol) to various sites within the Alfred Nzo Region. The contract aims to ensure the timely and efficient provision of fuel on an "as and when needed" basis, supporting departmental operations and client departments as specified in the contract documentation.

Scope

The scope of the contract includes:

• Supply, delivery, and decanting of 20,000 liters of 50 ppm diesel for generators and storage tanks.
• Supply and delivery of 9,000 liters of 95 unleaded petrol upon request.
• Provision of fuel services across multiple sites within the Alfred Nzo District, including Mount Ayliff, Mount Frere, and other designated locations.
• Services to be performed on an "as and when required" basis over a period of 24 months or until the allocated quantities are depleted.
• Compliance with relevant legislation such as the National Road Traffic Act and the Hazardous Substances Act.

Technical Requirements

The technical requirements specify that:

• The supply, delivery, and decanting of fuel must adhere to the specifications outlined in the tender, with no deviations allowed.
• All vehicles involved must be roadworthy, licensed, insured, and operated by drivers with valid licenses and appropriate permits (e.g., PRDP class 'D').
• Fuel must be transported in accordance with applicable legislation and regulations for hazardous goods.
• Delivery must be completed within 24 hours of request, on an "as and when needed" basis.
• The contractor shall ensure proper handling, storage, and decanting of fuel to prevent spillage or damage.
• All transportation and decanting activities must comply with the National Road Traffic Act, Act 93 of 1996, and the Hazardous Substances Act, Act 15 of 1973.

Skills and Qualifications Requirements

The tender stipulates that the successful bidder must possess:

• A valid Petroleum Products Wholesale Licence issued by the Department of Mineral Resources and Energy (DMRE), valid for the duration of the contract.
• Experience in the supply, transportation, and decanting of hazardous fuels, with demonstrated capability to handle such operations safely and in compliance with legislation.
• Drivers must have relevant valid driving permits (e.g., PRDP class 'D') and appropriate training for handling hazardous materials.
