Objectives

The primary objective of this tender is to procure First Aid Level 2 Training for Breede Valley Municipality employees. The training aims to bridge the gap between basic immediate care (Level 1) and professional medical intervention, focusing on intermediate to high-risk emergency management. It ensures staff are equipped to handle complex, life-threatening injuries across diverse operational environments such as construction sites, depots, waste management, and public offices.

Scope

The scope includes:

• Provision of First Aid Level 2 training to approximately 60 delegates, divided into four groups of 15, over three days per group.
• Training tailored to the municipality’s operational needs, with outcomes aligned to specified unit standards.
• Provision of training materials, facilitation, assessment, certification, and record management.
• Customization of training programs to suit employees from various departments such as Water, Roads, Cleansing, Parks, Electrical, and Administration.
• Delivery of a comprehensive training implementation proposal, including practical and theoretical components, assessment tools, and monitoring and evaluation criteria.

Technical Requirements

The technical specifications and mandatory requirements include:

• Accreditation with relevant training authorities for both the service provider and facilitators, with proof to be submitted.
• Provision of at least two comparable training programs successfully completed in the past 3-5 years, with reference letters.
• Facilitators’ comprehensive CVs, including accreditation certificates and experience.
• Detailed training implementation proposal outlining course content, outcomes, assessment methods, and evaluation criteria.
• Adherence to performance measurement and penalties for late delivery, incomplete reports, or delayed certification issuance.
• Provision of traceable references and proof of registration with relevant quality assurance bodies (SETA) and training authorities.
• Compliance with all specified conditions, including submission of all required documentation and adherence to procurement policies.

Skills Requirements

The tenderer must demonstrate:

• Accredited trainers and assessors with relevant qualifications and experience in First Aid Level 2 training.
• Ability to customize training content to diverse groups and operational environments.
• Proven track record of delivering similar training programs successfully, with references.
• Competence in assessment, record keeping, and reporting as per the municipality’s requirements.
• Capacity to manage training logistics, procurement of materials, and certification processes efficiently.
• Understanding of municipal policies, health and safety standards, and compliance with relevant legislation.
