Objectives

The primary objective of this tender is to procure Small Plant Training services for Breede Valley Municipality employees. The training aims to equip approximately 80 delegates with essential skills, safety knowledge, and regulatory compliance necessary for operating, maintaining, and transporting small construction machinery. This initiative seeks to enhance operational efficiency, promote worker empowerment, and reduce operational risks in roadwork and infrastructure projects.

Scope

The scope includes:

• Provision of Small Plant Training for four groups of 20 delegates each (total 80 delegates).
• Training to cover both practical and theoretical components over 2 days per group (1 day practical, 1 day theory).
• Training on specific small plant equipment used in municipal operations.
• Development and submission of a training implementation proposal, including course outline, assessment tools, and monitoring and evaluation criteria.
• Issuance of accredited competency certificates specifying all trained equipment.
• Preparation of a close-out report including participant participation levels and feedback.
• Record management of assessments and certificates.

Technical Requirements

The technical requirements include:

• Proof of accreditation with the Sector Education and Training Authority (SETA) for the training provider and facilitators.
• Demonstrated experience with at least two comparable training programmes completed in the past 2-3 years, supported by reference letters.
• Facilitator CVs (minimum 2 pages), including accreditation certificates and relevant experience.
• A detailed training implementation proposal aligned with the scope and deliverables.
• Compliance with performance measurement and penalties related to timely delivery, reporting, and issuance of certificates.
• Provision of traceable references for similar training projects.
• Adherence to procurement, safety, and quality standards specified in the tender documents.

Skills Requirements

The successful bidder must demonstrate:

• Accreditation with SETA and registered facilitators with relevant qualifications and experience in small plant machinery training.
• Ability to develop and deliver practical and theoretical training tailored to municipal operational needs.
• Capability to assess participants and issue accredited competency certificates.
• Experience in monitoring, evaluation, and record management of training outcomes.
• Proven track record of delivering similar training programmes with positive feedback from clients.
• Capacity to meet performance deadlines and adhere to quality standards as outlined in the tender conditions.
