Objectives

The primary objective of this tender is to procure a vital signs monitor machine equipped with oximetry and temperature measurement capabilities, suitable for adult, paediatric, and neonatal use. The device must meet specified technical standards, be reliable, and support clinical requirements across various hospital departments, including operating theatres and intensive care units.

Scope

The scope encompasses the supply, delivery, installation, and commissioning of a multiparameter vital signs monitor with specified features such as ECG, NIBP, SpO2, temperature measurement, and optional accessories. The procurement covers the provision of manuals, training, maintenance, and support services, including optional accessories and spares, with a warranty and maintenance agreement for the equipment's lifecycle.

Technical Requirements

• The monitor must be the latest model with up-to-date technology, user-friendly, lightweight, portable, and equipped with a high-resolution colour display (minimum 21cm diagonal) visible from at least 3 metres.
• Suitable for adult, paediatric, and neonatal patients, operable in operating theatres and ICU settings.
• Preconfigured to measure parameters: ECG (minimum 5-lead), heart rate, NIBP, pulse oximetry, temperature, with upgradeability to include at least 2 IBP channels.
• Operates off 220V ±10%, 50Hz AC power, with an internal rechargeable battery providing at least 1 hour of continuous operation during power failure.
• Includes internal power supply and battery charger, with the external power supply fitted with product-specific, non-interchangeable connectors.
• Features user-adjustable alarm limits for heart rate, SpO2, and blood pressure, with audible and visible alarms that can be temporarily silenced but not extinguished.
• Has a carry handle, optional wall mounting, network connectivity, and an internal strip chart recorder.
• Complies with IEC 60601-1 and 60601-1-2 electrical safety standards, and is CE certified.
• Includes comprehensive manuals, calibration software, and training support, with a guarantee of at least 24 months and availability of spares for 10 years.

Skills Requirements

• Bidder must have a well-established service and repair facility in KwaZulu-Natal, with qualified, manufacturer-trained technicians.
• Technicians must be in the direct employ of the bidder or subcontracted with proper certification and training, capable of providing on-site support within 24 hours.
• The bidder must demonstrate capacity to supply, install, commission, and demonstrate the equipment, including providing full training to hospital staff.
• Provision of detailed manuals, software, and ongoing technical support for the equipment's lifecycle is mandatory.
• Bidder must supply optional accessories, spare parts, and consumables, with a commitment to supply spares for at least 10 years from the date of installation.
