Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to assess, certify, and display Energy Performance Certificates (EPCs) for municipal buildings owned by the Dr Nkosazana Dlamini Zuma Municipality, specifically the Creighton main offices and Bulwer Library/Hall. The service provider will ensure compliance with national regulations for energy performance disclosure and contribute to the development of the National Building Energy Performance Register (NBEPR).

Scope

The scope includes:

• Assessment, certification, and display of EPCs for specified municipal buildings.
• Gathering and verifying building energy consumption and activity data, including site visits where necessary.
• Preparation and submission of EPCs, assessment reports, and a final close-out report.
• Attending meetings such as inception, progress, site visits, and final close-out sessions.
• Ensuring all EPCs are completed and displayed by the regulatory deadline of 7 December 2025.

Technical Requirements

The technical requirements include:

• Accreditation as an EPC Inspection Body (IB) with SANEDI or equivalent.
• Compliance with South African National Standard SANS 1544:2014 for energy performance certificates.
• Use of approved EPC templates and submission of digital PDFs.
• On-site data collection for buildings lacking available plans or data.
• Calculation of energy use outside of net floor areas where applicable.
• Preparation of EPCs for buildings in specific occupancy classes (A1, A2, A3, G1).
• Submission of assessment, methodology, assumptions, and verification reports.
• Adherence to project timelines, with all EPCs displayed by 7 December 2025.

Skills Requirements

The service provider must possess:

• Accreditation as an EPC Inspection Body by SANEDI or equivalent authority.
• Proven experience in assessing and certifying energy performance of buildings, preferably within the South African context.
• Technical expertise in building energy data collection, analysis, and reporting.
• Ability to perform site visits, measurements, and calculations accurately.
• Competence in preparing compliant EPC documentation and assessment reports.
• Strong project management skills to meet deadlines and coordinate multiple building assessments.
• Effective communication skills for stakeholder engagement and reporting.
