Objectives

The primary objective of this tender is to procure comprehensive emergency medical services (ambulance services) for Mangosuthu University of Technology (MUT) over a period of six (6) months. The service aims to provide rapid response emergency assistance, on-site treatment, transportation, and telephonic support to ensure the safety and well-being of the university's student population, estimated at approximately 14,500 students. The service provider must adhere to national and international clinical and operational standards, ensuring timely response times between 8 to 15 minutes from emergency call logging to arrival at the scene.

Scope

The scope of work includes:

• Provision of 24-hour emergency medical services to MUT students and staff.
• Rapid response to emergency calls within 8 to 15 minutes.
• On-site emergency medical assistance at the primary scene of incidents.
• Transportation of ill or injured persons by road or air to appropriate medical facilities.
• Support for emergency stand-by during high-risk events such as mass gatherings, examinations, or unrests.
• Provision of communication services and promotional materials if required.
• Service coverage across the greater Durban North and South Basin areas.

Technical Requirements

The technical specifications for the service provider include:

• Capability to service an estimated student body of 14,500.
• Availability of adequately equipped ambulances, medical equipment, and technology.
• Provision of suitably qualified and registered emergency medical personnel (Paramedics, doctors) with proof of HPCSA registration.
• Availability of a dedicated, operational 24-hour emergency contact number supported by an effective call-handling and dispatch system.
• Compliance with all relevant healthcare regulations and emergency medical protocols.
• Ability to deliver services across specified geographic areas with timely response.
• Provision of promotional or awareness materials if required, with costs agreed upon.

Skills Requirements

The bidder must demonstrate:

• Experience in providing emergency medical assistance, with at least two contactable references related to EMS services, including at least one from a tertiary institution.
• Qualified emergency medical personnel, including:
• Minimum of five Paramedics for Basic Life Support (HPCSA accredited).
• Minimum of three Paramedics for Intermediate Life Support (HPCSA accredited).
• Minimum of two Paramedics or doctors for Advanced Life Support (HPCSA accredited).
• Demonstrated ability to meet response times within 8-15 minutes.
• Availability of a dedicated 24-hour emergency contact number with an effective dispatch system.
• Provision of adequately equipped ambulances and medical equipment.
• Compliance with legal and regulatory requirements, including valid operating licenses, medical malpractice policies, and vehicle registration.
