Objectives

The primary objective of this tender is to appoint a suitably accredited and experienced Service Provider for the supply and delivery of lubricants and oils to the Msunduzi Municipality over a period of three (3) years. The contract aims to ensure the provision of approved lubricants suitable for all vehicles and machinery used within the municipality, with an emphasis on quality, timely delivery, and compliance with relevant standards and legislation.

Scope

The scope encompasses the supply, delivery, and associated services for various lubricants and oils, including:

• Multigrade petrol and diesel oils (SAE 15W40, API CI-4SL, ACEA E5/E3/B4)
• Gear oils (SAE 80W90, SAE 85W140, SAE 80W API GL4/GL5)
• Automatic transmission oils (DEXRON II, ZF-ALLISON C3 & C4)
• Gearbox oils (ATF synthetic)
• Hydraulic oils (ISO 32, ISO 68)
• Disc brake fluids (DOT 4 SAE J 1703)
• Concentrated engine coolants (SABS 1251)
• Lubricants such as multi-purpose grease (NLGI 2) and tyre mounting paste

The contract includes the provision of containers, delivery to specified sites, and the management of returned containers. The municipality reserves the right to appoint multiple suppliers based on market-related rates and performance.

Technical Requirements

The lubricants and oils supplied must:

• Be approved for use in all vehicles and machinery currently in operation within South Africa.
• Comply with relevant standards such as SABS, DIN, ISO, and manufacturer specifications.
• Be supplied in specified container sizes (e.g., 210L drums, 5L containers, 180kg/50kg drums).
• Meet the detailed specifications outlined in the scope, including viscosity, API classification, and other technical parameters.
• Include delivery, labour, insurance, and handling costs within the offered prices.

The successful bidder must also provide proof of accreditation, valid licenses, and insurance policies, including pollution liability and transportation insurance, prior to contract commencement.

Skills and Capacity Requirements

• Proven experience in the supply and delivery of lubricants and oils, demonstrated through reference letters and appointment letters for at least 1-5 projects/contracts.
• Accreditation and valid licensing from relevant authorities, including a wholesaler’s license and proof of payment for license fees.
• Capability to supply the specified quantities within the stipulated delivery periods, with a track record of timely and compliant deliveries.
• Ability to provide comprehensive technical documentation, including CSD registration, tax clearance, and CIPC registration certificates.
• Adequate insurance coverage, including environmental, pollution, and transport liability policies.
• Qualified personnel with the capacity to manage logistics, quality control, and compliance with health and safety legislation.

The bidder must also demonstrate compliance with all statutory and municipal requirements, including health and safety standards, environmental regulations, and relevant legislation such as the Occupational Health and Safety Act, COID Act, VAT Act, and Municipal Finance Management Act.
