Objectives

The primary objective of this tender is to establish a 3-year contract for the provision of plumbing systems maintenance, service, and repairs at Ladysmith Mortuary. The contract aims to ensure the proper functioning, preventative maintenance, and reactive repairs of plumbing infrastructure to improve working conditions and maintain compliance with safety standards.

Scope

The scope includes:

• Preventative maintenance activities such as inspection, cleaning, jetting sewer lines, gutter and downpipe maintenance, and servicing of waste traps and drainage systems.
• Reactive maintenance involving repairs, replacement of faulty parts, and emergency response.
• Development of inspection, testing, and maintenance plans.
• Provision of all necessary plant, materials, tools, and consumables for plumbing maintenance and repairs.
• Reporting, documentation, and record-keeping of maintenance activities.
• Compliance with safety, health, and environmental standards.

Technical Requirements

The technical requirements include:

• CIDB contractor grading of 2SO or above.
• Proof of plumbing trade test certificates for foreman/supervisor/artisans.
• Experience in plumbing maintenance and repairs, demonstrated through CVs and references.
• Development and submission of inspection and maintenance plans within 14 days of contract award.
• Adherence to safety management standards, including submission of a safety policy demonstrating coverage of relevant safety aspects.
• Provision of all necessary equipment, tools, and materials to perform scheduled and reactive maintenance.
• Availability for 24/7 emergency response with specified response times (2 hours for emergencies, 4 hours for normal faults).
• Compliance with Occupational Health and Safety Act and relevant safety standards.

Skills Requirements

The skills and competencies required from the service provider include:

• Qualified plumbing artisans with valid trade test certificates.
• Experienced supervisors and foremen with proven plumbing maintenance expertise.
• Ability to develop and implement maintenance and inspection plans.
• Competence in safety management and adherence to health and safety regulations.
• Effective communication skills for reporting and coordination with the Department’s officials.
• Capacity to respond promptly to breakdowns and emergencies, demonstrating technical proficiency and problem-solving skills.
