Objectives

The primary objective of this tender is to supply and deliver various types of uniforms, safety footwear, protective clothing, and related accessories to health facilities within KwaZulu-Natal Province. The aim is to ensure that health staff and associated personnel are equipped with standardized, quality-approved apparel and safety gear to facilitate their duties effectively and safely.

Scope

The scope encompasses the procurement, supply, and delivery of a wide range of uniforms, safety boots, protective clothing, hats, and related items across multiple clinics and health facilities in KwaZulu-Natal. The items include, but are not limited to, hospital uniforms, safety boots, reflective overalls, PPE gear, and accessories such as hats and gloves, with specifications tailored to different roles and environmental conditions.

The procurement covers both standard and specialized items, with some requiring specific standards (e.g., SABS approval), sizes, and features (e.g., flame retardant, acid resistant). The scope also includes compliance with legislative and procurement policies, such as preference points and supplier registration requirements.

Technical Requirements

• All items must conform to specified standards (e.g., SABS, SANAS) and detailed technical specifications provided in annexures.
• Items must be new, unused, and of the latest models unless specified otherwise.
• Uniforms and clothing must meet specified sizes, colors, and material compositions (e.g., polycotton, leather, polyester).
• Protective footwear must include safety features such as steel toe caps, steel midsole, slip resistance, and moisture-wicking linings.
• Items must be packaged appropriately to prevent damage during transit and comply with labeling and documentation requirements.
• Suppliers must provide samples if requested, and items must pass inspection and testing as per the contract conditions.
• Delivery timelines, quantities, and locations are specified, with provisions for partial deliveries, delays, penalties, and penalties for non-compliance.
• All prices must be firm, inclusive of VAT, and in accordance with the bid specifications.

Skills and Competency Requirements

• Proven experience in supplying uniforms, PPE, and safety footwear to government or healthcare sectors.
• Ability to meet technical specifications, quality standards, and delivery deadlines.
• Knowledge of procurement policies, including preferential points system, BBBEE compliance, and legislative requirements.
• Capacity to provide samples, technical documentation, and compliance certificates (e.g., SANAS, SABS).
• Capability to manage logistics, packaging, and documentation for large-scale government tenders.
• Qualified personnel to handle technical assessments, quality assurance, and inspection processes.
• Ability to adhere to confidentiality, disclosure, and conflict of interest policies as per the procurement regulations.
