Objectives

The primary objective of this tender is to supply and deliver patient warming units that meet the specified technical standards and specifications, ensuring safe, reliable, and effective warming solutions for use in operating theatres and healthcare facilities within the KwaZulu-Natal Province.

Scope

The scope encompasses the procurement of electronic forced-air warming units, including delivery, installation, testing, calibration, training, and optional accessories. The units must comply with the detailed technical specifications, standards, and safety requirements outlined in the tender documents. The contract is a once-off purchase with provisions for optional accessories and future support, including maintenance and spare parts.

Technical Requirements

• The warming unit must operate off a 220V ± 10%, 50Hz single-phase AC supply.
• The device must have a weight not exceeding 8kg and dimensions no larger than 38cm (height) x 41cm (width) x 33cm (depth).
• The control panel should feature LED or touch-activated switches, with at least three selectable temperature settings:
  • Low: 30-34°C ± 1.5°C
  • Medium: 35-39°C ± 1.5°C
  • High: 39-43°C ± 1.5°C
• The unit must reach the selected temperature within 60 seconds and maintain it accurately, with alarms for temperature discrepancies exceeding 3°C.
• The airflow must be at least 19 liters per second, with a HEPA filter of 0.3 micron or smaller in the air supply.
• The outlet hose must swivel freely, be at least 1.5 meters long, and have securing devices to prevent disconnection.
• Blankets must be disposable, radiolucent, latex-free, and allow even heat distribution without hotspots.
• The device should include a starter blanket kit, with optional accessories available for purchase separately.
• All equipment must comply with IEC 60601-1 and 60601-1-2 standards, CE certification, and be protected against electromagnetic interference.
• Guarantee/Warranty: Minimum 24 months, including breakdown coverage, with provisions for maintenance and repairs.
• Spare parts must be available for at least 10 years from the original manufacturer.
• Training, calibration, and maintenance software must be supplied at no additional cost.

Skills Requirements

• Proven experience in manufacturing or supplying medical warming devices, with demonstrated compliance to technical specifications.
• Capability to provide technical support, maintenance, and repair services within KwaZulu-Natal, including a well-established service facility.
• Qualified technicians trained by the original equipment manufacturer (OEM) with proof of certification.
• Ability to deliver, install, test, and commission the units, including providing comprehensive training to hospital staff.
• Capacity to supply spare parts, accessories, and software updates for the device's lifecycle.
• Knowledge of relevant safety standards, electrical standards, and regulatory requirements applicable to medical devices in South Africa.
