Objectives

The primary objective of this tender is to procure the provision of diesel-powered engine-driven welding machines for hire at the Port of Port Elizabeth, specifically at Transnet Port Terminals (TPT) at the Port Elizabeth Bulk Ore Terminal (PEBOT). The aim is to ensure reliable welding equipment availability for planned maintenance periods over a contract duration of 36 months, supporting port operations and maintenance activities.

Scope

The scope includes:

• Provision of diesel-powered engine-driven welding machines meeting specified technical standards.
• Supply of a minimum of 76 machines, with inventory or asset register documentation.
• On-site deployment of three machines for continuous operation over 36 months, including scheduled shutdowns.
• Provision of qualified technicians for standby and breakdown support.
• Compliance with specified technical, safety, and operational requirements, including maintenance shutdowns and inspection protocols.
• Delivery to the Port Elizabeth Bulk Ore Terminal, with all logistical and documentation requirements.

Technical Requirements

The technical specifications for the welding machines include:

• Power output: as per detailed datasheet or brochure provided by the bidder.
• Electrical components rated IP65 or higher for durability and safety.
• Machine age: not older than 5 years, with ownership or valid lease agreements documented.
• Provision of datasheets or brochures detailing product specifications.
• Inventory of at least 76 machines, with make, serial number, hours, and age documented.
• Technician qualifications: NQF Level 5 Diesel Mechanic trade test or higher, with at least 2 years’ experience, supported by CVs and certificates.
• Experience: proven track record with at least three (3) reference letters from previous clients in the past three years.
• On-site deployment of three machines, with scheduled shutdowns and maintenance protocols.

Skills Requirements

The skills and qualifications required include:

• Qualified Diesel Mechanics: NQF Level 5 or higher, with at least 2 years’ experience in diesel engine maintenance and repair.
• Technical expertise in diesel engine-driven welding machines, supported by relevant datasheets and brochures.
• Proven experience in similar projects, demonstrated through reference letters and past performance records.
• Ability to provide on-site technical support during operational hours and scheduled shutdowns.
• Compliance with safety, environmental, and security standards, including security clearance where applicable.
