Objectives

Transnet Property, an operating division of Transnet SOC Ltd, invites bids for the supply and delivery of Roving Maintenance Department (RMD) tools, equipment, materials, and spares. The contract covers civil, plumbing, general building, and electrical works, including plant and equipment hire, for Transnet Property in the Northern Region (Polokwane, Klerksdorp, Pretoria, and surrounding areas). The services are required on an "as and when" basis for a period of six (6) months.

Scope of Work

The successful bidder will be responsible for supplying a comprehensive range of materials and equipment to support Transnet's in-house artisans and the Roving Maintenance Department. The scope includes, but is not limited to:

• Plumbing Materials: Copper and galvanized pipes, ball valves, gate valves, taps, mixers, toilet systems, drainage pipes, water meters, and related fittings.
• General Building Materials: Cement, premixes, plaster materials, roofing sheets, waterproofing products, paints, ceilings, gypsum boards, insulation materials, doors, windows, and associated fittings.
• Electrical Materials: Distribution boards, circuit breakers, cable glands, lugs, lighting fittings, LED lights, switches, sockets, electricity meters, and earthing materials.
• Tools and Equipment: Hand tools (spanners, screwdrivers, hammers), power tools (angle grinders, electric drills, rotary hammers), and specialised electrical testing equipment (insulation resistance testers, clamp meters, cable fault locators).
• Plant and Equipment Hire: TLB, excavators, trenching equipment, brush cutters, chain saws, high-pressure sewer jetting trucks, and portable sewer unblocking machines.

The contract will be managed on a Task Order basis, with the Employer not obligated to issue any minimum volume of work. The liability of the Employer is limited to the total of the prices stated in specific Task Orders.

Technical Requirements

• Compliance: All materials must comply with applicable legislative requirements, including the Occupational Health and Safety Act, 1993, and all relevant SANS/ISO standards.
• Service Levels: The bidder must meet strict response times: emergency orders within 12 hours, urgent orders within 24 hours, and normal orders within five working days from receipt of an approved Task Order.
• Quality Assurance: Materials must meet SABS and all applicable quality codes standards in terms of build and functional performance.
• Reporting: The Service Provider must submit monthly reports detailing all Task Orders delivered, including proof of delivery and relevant documentation.
• Invoicing: All pricing must be completed electronically in the Transnet SRM portal. Pro-forma invoices with proof of purchase must be submitted within seven working days after delivery.

Skills and Compliance Requirements

• Personnel: The Service Provider must employ experienced, qualified personnel under direct supervision. Staff must be physically fit, able to communicate in English, and presentable. All employees must wear identifiable uniforms and protective clothing.
• Legal Compliance: The successful bidder must comply with all applicable laws, including the Employment Equity Act, and must be registered and in good standing with the Compensation Commissioner.
• Tax Compliance: Bidders must have their tax affairs in order with the South African Revenue Service (SARS) and provide a valid Tax Compliance Status (TCS) certificate or CSD number.
• B-BBEE: Preference points will be awarded for B-BBEE status level contribution and for entities that are +50% Black Youth Owned. Valid proof, such as a B-BBEE certificate or sworn affidavit, must be submitted.
• Security: The successful Respondent and its personnel may be required to obtain security clearance to the level of CONFIDENTIAL/SECRET/TOP SECRET.
• Insurance: The Service Provider must maintain adequate insurance coverage for all risks, including public liability and damage to property.

Evaluation Criteria

Bids will be evaluated using the 80/20 preference point system:

• Price (80 points): The lowest acceptable bid will score the maximum points.
• Specific Goals (20 points): Points awarded for B-BBEE status level (10 points for Level 1) and +50% Black Youth Owned Entities (10 points).

Transnet reserves the right to engage in post-tender negotiations to achieve a market-related price and may cancel the tender if a suitable price is not agreed upon.
