Objectives

The primary objective is to execute a first-quarter library awareness campaign designed to promote municipal library services, increase community engagement, and encourage literacy and resource utilization across designated catchment areas.

Scope

The contract covers integrated event execution and supply provision across four core categories:

• Logistics: Provision of sound systems with DJs, and passenger transport services for campaign winners and targeted beneficiaries (including visually impaired library users) to specified venues.
• Catering: Supply of refreshment packs and full hot meals for 400 attendees, with specified nutritional and beverage components.
• Promotional Materials: Sourcing, custom branding, and delivery of over twenty distinct items including stationery, bags, drinkware, educational tools, certificates, and recreational equipment.
• Utility Support: Purchase and supply of electricity credits for three municipal libraries.

Technical Requirements

Bidders must demonstrate operational capacity to deliver the following:

• Professional audio-visual setup and live entertainment coordination.
• Fleet management and transport logistics, including accessibility provisions for persons with disabilities.
• High-volume food preparation, packaging, and distribution adhering to exact menu specifications.
• Graphic design, screen printing/branding, and supply chain management for customized merchandise.
• Processing and remittance of municipal utility payments.
• Strict compliance with all mandatory municipal bidding documentation, including tax clearance verification, Central Supplier Database (CSD) registration, and statutory declarations.

Skills Requirements

Successful bidders should possess:

• Proven experience in public sector event management, logistics coordination, and vendor supervision.
• Certified catering operations with capacity for bulk meal production and hygienic distribution.
• Expertise in promotional product manufacturing, branding customization, and inventory fulfillment.
• Strong administrative and financial management capabilities to handle utility billing, reporting, and documentation.
• In-depth knowledge of South African public procurement regulations, compliance frameworks, and submission protocols.

Key Terms & Conditions

80/20 Preference Point System: Bid evaluation allocates 80 points based on price competitiveness and 20 points for socio-economic transformation goals targeting Black individuals, women, youth, persons with disabilities, and military veterans. Points are claimed using the prescribed MBD 6.1 form.

100% Local Content Threshold: Where applicable, all supplied goods must be manufactured locally. Local content is calculated using the SABS SATS 1286:2011 methodology, which excludes the cost of imported components, freight, and duties from the total bid value to determine the domestic percentage.

Mandatory MBD Documentation: The tender requires standardized Municipal Bidding Documents covering tax compliance, conflict of interest declarations, independent bid certification, and past performance disclosures. Failure to submit any compulsory form or providing expired certified copies results in immediate disqualification.
