RFQ-POLE REPLACEMENT IN NORTH SECTION BY 03 SEPTEMBER 2026
Restore and upgrade electrical infrastructure in the North Section (Mandlanzini, Nseleni, and Brackenhan) by replacing 70 damaged or obsolete poles. The project aims to ensure reliable power distribution while strictly adhering to municipal safety, environmental, and regulatory standards.
The contractor will excavate foundation holes (depths ranging from 1.3m to 2m depending on pole size), install 50 nine-metre and 20 thirteen-metre poles, and transfer existing conductors and hardware to the new structures. Responsibilities include removing and returning old poles to municipal stores, executing MV cable jointing, termination, and replacement, and replacing transformer structures where necessary. The municipality will supply core materials such as poles, stay wires, and binding straps. Municipal officials will handle power isolation, but the contractor assumes full responsibility for any damages incurred during execution and must ensure proper soil compaction to prevent pole leaning.
Bidders must hold a CIDB engineering-construction grading of EP1 or higher and be registered with the Department of Labour as an electrical contractor. A valid electrical letter of good standing is mandatory. The contractor must submit a comprehensive Safety, Health and Environment (SHE) file prior to mobilisation, containing:
Additional administrative requirements include Central Supplier Database (CSD) registration, tax compliance verification, municipal council database registration, and submission of standard municipal bid declaration forms. All work must comply with Low Voltage regulations, with permits issued accordingly.
The contractor must demonstrate proven competency in low voltage electrical systems and working at heights. Key personnel must be formally appointed and certified, including a Construction Manager, Assistant Construction Manager, Construction Health and Safety Advisor, Construction Supervisor, dedicated Safety Officers, and SHE Representatives. All site staff must possess valid training and competence documentation. The contractor must effectively manage complex civil and electrical tasks, enforce strict adherence to safe working procedures, and coordinate seamlessly with municipal isolation teams.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
