Tender Summary

Objectives

To secure a qualified supplier for the one-time provision and delivery of fifty stormwater drain absorbent mats designed to mitigate hydrocarbon, oil, and heavy metal contamination at the East London Multi-Purpose Terminal.

Scope

The contract encompasses the complete supply, transportation, and delivery of 50 specialized absorbent mats. The scope is strictly limited to an once-off delivery with no ongoing maintenance or replacement obligations unless separately contracted. Mats must be engineered for direct installation within stormwater drainage infrastructure to capture pollutants, prevent runoff bypass, and maintain operational functionality under terminal conditions.

Technical Requirements

• Composition: Multi-layer geotextile or needle-punched polypropylene/polyester composite. Optional activated carbon or mineral adsorbent layers required for heavy metal (e.g., manganese) filtration.
• Dimensions & Thickness: Standard size approximately 1.2 m × 1.2 m (custom cuts permitted); thickness between 5 mm and 15 mm.
• Absorption & Filtration: Capacity of 8–15 L/m² with rapid wicking properties. Must filter particulates down to 100 microns and resist chemical corrosion while remaining inert to contaminated water.
• Mechanical Strength: Tensile strength of 8–12 kN/m; puncture resistance of 1,500–2,500 N. High tear and compression resistance to withstand steel/concrete grates and light vehicle traffic without deformation.
• Durability & Environmental Compliance: UV-resistant, non-toxic, structurally stable when saturated, and compliant with environmental protection standards. Available in reusable or disposable configurations based on contamination severity.

Skills & Compliance Requirements

• Valid registration with the Compensation Commissioner under the COID Act, supported by current good-standing certificates.
• Demonstrated competency in occupational health and safety management, including documented risk assessments, safe work procedures, and emergency response plans.
• Trained personnel equipped with appropriate personal protective equipment (PPE) and certified to operate relevant machinery or handle hazardous materials.
• Strict adherence to site security protocols, access control, incident reporting, and hygiene standards.
• Full tax compliance verification via SARS Tax Compliance Status (TCS) and valid VAT registration documentation.
