Objectives

The primary objective is to procure a reliable supplier for a one-off provision of essential security and electrical maintenance materials to Estcourt Hospital. The procurement seeks to ensure the timely delivery of compliant, high-quality goods while adhering to the KwaZulu-Natal Department of Health’s supply chain management policies and preferential procurement regulations.

Scope

The scope encompasses the supply and delivery of the following items directly to the hospital:

• Mortice locksets (80 units)
• Double link brass padlocks, 36mm (100 units)
• Double link brass padlocks, 50mm (50 units)
• AAA alkaline batteries (300 units)
• AA alkaline batteries (300 units)
• C-size (1.5V LR14) batteries (40 units)
• D-size (1.5V LR20) batteries (20 units)
• 9V (6F22) batteries (10 units)

The contract is a single delivery event with a quotation validity period of 90 days. All quoted prices must be firm, inclusive of delivery costs, and clearly state applicable VAT.

Technical Requirements

Bidders must supply goods that strictly conform to the following specifications:

• Mortice Locksets: Union Gower 4-lever model, SABS approved, engineered for single-action hinged doors (32–50mm thickness), supplied complete with all necessary securing hardware.
• Padlocks: Solid brass construction featuring a double-link design for enhanced tamper resistance. Must be corrosion-resistant, suitable for outdoor environments, operate smoothly, and include two precision-cut keys per unit.
• Batteries: New, unused, current-model alkaline cells with high capacity, copper terminals, and a minimum remaining shelf life of six months upon delivery. Must comply with relevant South African National Standards (SANS/SABS).

All products must be delivered within the timeframe stipulated in the award notification. Expired, refurbished, or non-compliant items will be rejected. The supplier warrants goods against defects in design, material, or workmanship for twelve months post-delivery or eighteen months post-shipment, whichever concludes first.

Skills Requirements

No specialized technical, installation, or maintenance skills are required, as the contract pertains exclusively to the supply and delivery of standard commercial goods. However, bidders must demonstrate:

• Operational capability to source, warehouse, and deliver the specified quantities within agreed timeframes.
• Competence in navigating public sector procurement compliance, including accurate completion of mandatory returnable documents.
• Valid administrative standing, including active Central Suppliers Database (CSD) registration, SARS tax clearance, and appropriate B-BBEE documentation.

Explanation of Unusual or Complicated Terms

• 80/20 Preference Point System: A standard South African public procurement scoring framework where 80 points are awarded based on competitive pricing and 20 points are allocated for specific socio-economic goals (here, prioritizing South African-owned enterprises).
• Cover-Quoting Prohibition: Strictly forbids multiple entities controlled by the same beneficial owner from submitting separate bids for the same contract. Violation is classified as acquisition fraud and triggers immediate disqualification.
• SBD 4 (Bidder Disclosure): A mandatory declaration requiring bidders to disclose any familial, financial, or employment ties with officials across the entire KwaZulu-Natal Department of Health, regardless of their specific facility assignment.
• GCC/SCC: Standard General and Special Conditions of Contract governing payment cycles, penalty calculations for delayed delivery (based on the prime interest rate), warranty enforcement, and statutory grounds for contract termination or supplier restriction.
