Objectives

The primary objective is to procure a secure, durable, and weather-resistant document collection point for Ekukhuleni Psychiatric Hospital. The tender aims to establish a tamper-proof facility for housing official quotation documents during closing periods, ensuring transparency, security, and compliance with provincial health supply chain management protocols.

Scope

The contract encompasses a once-off engagement covering the complete supply chain and installation of one (01) aluminium tender box. The scope includes manufacturing or sourcing the unit, transporting it to the hospital premises, and executing professional installation. The successful bidder is responsible for delivering the item fully assembled and ready for immediate deployment, with all associated logistics, labour, and hardware costs included in the quoted price. The agreement carries a ninety-day pricing validity period.

Technical Requirements

• Material & Durability: Constructed from heavy-duty 2.0mm thick aluminium, corrosion-resistant, and engineered for prolonged outdoor exposure. Must be robust, weather-proof, and free from dents, sharp edges, or manufacturing defects.
• Dimensions: 900mm (Height) × 800mm (Width) × 300mm (Depth).
• Access & Security: Features a 300mm × 30mm document insertion slot. Equipped with a front-opening, lockable door secured by heavy-duty cam or mortice locks, accompanied by a minimum of two keys. Hinges must be concealed or heavy-duty, with a tamper-resistant design preventing unauthorised access.
• Mounting & Hardware: Compatible with both wall-mounted and free-standing configurations. Supplier must provide all necessary mounting brackets and fixing bolts.
• Finish & Labelling: Smooth brushed or anodised aluminium surface with safely rounded/deburred edges. Must include permanent vinyl labelling displaying “TENDER BOX” and the institution’s name.
• Warranty & Standards: Minimum twelve-month manufacturer warranty against material and workmanship defects. Goods must comply with applicable South African National Standards (SANS/SABS).
• Sample Protocol: Physical samples are not required at submission. However, the awarded contractor must submit photographic evidence of the finished product prior to installation.

Skills Requirements

The tender does not mandate specialised trade certifications, but inherently requires bidders to possess competent operational and technical capabilities. This includes proficiency in metal fabrication or certified supply chain management, logistical coordination for safe transport, and skilled installation personnel capable of securely mounting or positioning the unit without compromising its structural integrity or security features. Bidders must demonstrate adequate project execution capacity to meet delivery timelines and adhere to strict compliance and documentation standards.

Key Procurement Terms

Evaluation follows South Africa’s standard 80/20 preference point system, allocating eighty points to competitive pricing and twenty points to designated socio-economic goals (primarily promoting South African-owned enterprises). Additionally, CSD Registration refers to the Central Suppliers Database, a mandatory national government registry used to verify supplier legitimacy, tax compliance, and legal standing. Failure to maintain active CSD status or provide valid tax clearance results in automatic disqualification.
