The project aims to upgrade food storage and preservation infrastructure while ensuring full compliance with military security protocols and national public procurement regulations.

Scope

The scope covers the end-to-end provision, transportation, installation, testing, and commissioning of a commercial walk-in fridge. It includes coordinating site access, preparing all documentation according to official templates, and attending a mandatory clarification briefing. All execution must occur within a restricted defence environment, requiring strict adherence to delivery timelines, sealing protocols, and security clearance procedures.

Technical Requirements

  • Mandatory registration on the Central Supplier Database (CSD).
  • CIDB contractor grading of 1ME or higher.
  • Compliance with prescribed tender submission rules, including document sealing, correct addressing, and strict deadline adherence.
  • Adherence to military base security directives: all personnel must present valid South African ID or driver’s licenses, and foreign nationals are prohibited from entering the premises.
  • Punctual attendance at the compulsory clarification meeting to receive official tender documentation.

Skills Requirements

  • Specialised trade competencies in commercial refrigeration, including electrical installation, pipework, thermal insulation, and mechanical assembly aligned with CIDB 1ME standards.
  • Project management expertise to coordinate logistics, manage site safety, and meet rigid municipal/military deadlines.
  • Familiarity with South African public sector procurement processes, compliance documentation, and audit readiness.
  • Capability to operate securely within restricted defence environments, including managing staff vetting, access routing, and operational confidentiality.

Notes on Unusual or Complicated Terms

CIDB 1ME Grading: A South African construction industry classification indicating contractors qualified for medium-scale mechanical engineering projects, typically valued up to R15 million. It verifies technical capacity in refrigeration, HVAC, and related mechanical systems.

Central Supplier Database (CSD): The official national government registry used to verify supplier legitimacy, tax compliance, banking details, and BEE status for all state contracts.

Military Access Control: Strict security measures applied to defence facilities, requiring all visitors and contractors to present valid South African identity documents. Foreign nationals are explicitly prohibited from entering, and late arrivals are strictly denied to maintain operational security and scheduled briefing integrity.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
