The primary objective of this quotation is to procure and deliver essential electrical components and accessories to support the routine maintenance, lighting upkeep, and operational functionality of Richmond Hospital’s electrical infrastructure.

Scope

The procurement covers the supply and delivery of a range of standard electrical items, including fluorescent tubes, LED ceiling light modules, circuit breakers, earth leakage units, insulation tape, welding consumables, thermostats, heating elements, soldering tools, and a water pump. The contract operates on an ad-hoc basis, meaning supplies will be delivered as requested by the facility rather than under a fixed long-term framework. All items must meet the detailed specifications outlined in the annexure, with delivery costs included in the quoted price.

Technical Requirements

• All goods must be new, unused, and free from defects, conforming to SABS quality standards.
• Products must have a minimum remaining shelf life or validity of six months upon delivery.
• Bidders must confirm strict compliance with the provided specification schedule, indicating yes/no for each item.
• Prices must be firm for the 90-day quotation validity period and must include all applicable taxes and delivery charges.
• Suppliers must be registered on the Central Suppliers Database (CSD) and provide valid tax clearance documentation.
• Submission of mandatory returnable documents is required, including updated CIPC registration, BBBEE status verification or sworn affidavit, and completed SBD declaration forms (SBD 4 and SBD 6.1).
• Second-hand, expired, or non-compliant products will be automatically rejected.

Skills Requirements

No specialized technical, installation, or engineering skills are mandated for this quotation. The requirement is strictly limited to the supply and delivery of pre-manufactured electrical components. However, bidders must demonstrate the logistical capacity to source compliant stock, manage timely deliveries to the hospital site, and fulfill standard warranty obligations for defective goods.

Unusual or Complicated Terms

• Ad-hoc Contract Period: Indicates that the procurement is not a standing order or long-term framework agreement. The hospital will issue individual purchase orders as needs arise, and the supplier must be prepared to fulfill these requests promptly without a guaranteed volume commitment.
• 80/20 Preference Point System: Evaluation is weighted 80% on price and 20% on specific socio-economic goals. In this case, full preference points are allocated to promote South African-owned enterprises, requiring proof such as certified ID copies to claim the points.
• Prohibition of Cover-Quoting: Bidders are strictly forbidden from submitting multiple quotations under different company names for the same bid. This practice is classified as fraudulent and will result in immediate disqualification and potential restriction from public sector contracts.
• Delay Penalties: Failure to deliver within the agreed timeframe will incur financial penalties calculated using the current prime interest rate for each day of delay, in addition to the purchaser’s right to source substitute goods at the supplier’s expense.
