Objectives

The primary objective of this tender is to appoint a qualified service provider to procure and supply a comprehensive suite of podcasting and multimedia production equipment for the Communication Unit of the Sekhukhune District Municipality. The initiative aims to establish a fully functional, professional-grade broadcasting and content creation environment to enhance municipal communication, public engagement, and digital media output.

Scope

The scope is strictly limited to the supply and delivery of specified hardware across ten categories. It encompasses audio production consoles, microphones, mounting accessories, headphones, wireless transmission devices, networking routers, video capture bundles, aerial drones, handheld gimbal cameras, and studio lighting kits. The procurement does not include installation, commissioning, operator training, warranty extensions, or ongoing maintenance services unless explicitly offered by the bidder.

Technical Requirements

Bidders must supply equipment that meets or exceeds the following specifications:

• One multi-integrated audio production studio (RODE RODECaster Pro II) with a built-in 5.5-inch colour touchscreen display.
• Three versatile dynamic microphones supporting both USB and XLR connectivity.
• Three professional boom arms with a horizontal reach of 940 mm and vertical reach of 860 mm.
• Three professional over-ear headphones.
• Three mini clip-on microphones featuring LED displays.
• Three wireless phone microphones operating via 2.4 GHz digital transmission or Bluetooth 5.0.
• Three AX3000-class Wi-Fi 6 routers and one dual-band gigabit router to ensure robust network infrastructure for streaming and data transfer.
• One four-person podcasting video bundle (RØDECaster Video S).
• One advanced aerial drone (DJI Air 3S) with a 1-inch CMOS sensor, smart return-to-home capability, and low-light obstacle avoidance.
• One handheld gimbal camera (DJI Osmo Pocket 4) capable of 4K video recording at 240 frames per second with three-axis mechanical stabilization.
• Three studio monolight strobe flash kits (300Ws each) equipped with integrated LED modelling lamps.

Skills Requirements

This tender is classified as a pure goods supply contract; therefore, no specialized technical, engineering, or operational skills are mandated for the bidder. Suppliers are expected to demonstrate standard commercial and administrative competence, including valid company registration, financial stability, and strict adherence to municipal supply chain management policies. Qualification is contingent upon submitting all mandatory returnable documentation, such as tax clearance certificates, certified director identification, proof of municipal rates payment, and prescribed municipal bidding forms (MBD series). Bidders must also comply with the statutory preferential procurement evaluation framework.
