Objectives

The primary objective is to secure a compliant and reliable supplier to provide essential dental consumables to Nkandla Hospital on a once-off basis. Scope

The contract covers the supply and direct delivery of five specific dental consumable items to Nkandla Hospital:

• Patient Bibs (10 units)
• Flat Plastic (5 packs)
• Bite Block – Adult (5 units)
• Bite Block – Child (5 units)
• Saliva Ejector (50 packs)

This is a once-off supply agreement. Quotations must remain valid for ninety days, and the successful bidder is responsible for delivering all goods to the designated hospital location within the timeframe specified in their offer.

Technical Requirements

• All goods must be brand new, unused, and conform to applicable South African National Standards (SANS/SABS).
• Products must have a minimum remaining shelf life of six months upon delivery; expired or near-expiry items will be rejected.
• The quoted price must be firm, inclusive of all transportation and delivery costs, and valid for the entire ninety-day quotation period.
• Bidders must clearly state their expected delivery period.
• Suppliers must provide a twelve-month warranty against defects in design, materials, or workmanship from the date of acceptance.
• The purchaser reserves the right to inspect, test, or audit goods and related records during contract execution.
• Delayed delivery incurs financial penalties calculated daily based on the current prime interest rate until actual delivery is completed.

Skills and Qualification Requirements

As this is a goods-supply tender, requirements focus on corporate compliance, regulatory certification, and operational capacity rather than individual personnel skills. Bidders must demonstrate:

• Valid CIPC company registration certificate.
• Active Central Suppliers Database (CSD) summary report with successful verification.
• BBBEE certificate or a legally sworn affidavit.
• Valid SAHPRA registration certificate.
• Verified tax compliance status with the South African Revenue Service (SARS).
• Completed statutory disclosure forms regarding conflicts of interest and preference point claims.
• Demonstrated capacity to deliver; bidders with prior unexcused delivery defaults will be disqualified.

80/20 Preferential Procurement System: Evaluation scores are allocated between price (80 points) and specific socio-economic goals (20 points). Full points for the specific goal are awarded exclusively to enterprises at least fifty-one percent owned by Black people.

Cover-Quoting Prohibition: Strictly forbidden practice where multiple companies submit bids under different names for the same tender. Identified as fraudulent activity, it results in immediate disqualification and potential ten-year bans from public sector contracts.

Performance Security: Upon contract award, the successful supplier may be required to provide a bank guarantee or certified cheque to guarantee fulfillment of contractual obligations and compensate the purchaser in case of default.
