Tender Summary

Objectives

The primary objective is to restore reliable water supply operations at the Van Reenen Police Station by diagnosing faults, repairing, testing, commissioning, and potentially replacing the existing borehole pump system.

Scope

The project encompasses a full technical assessment of the current borehole infrastructure, including diagnostic inspection, fault isolation, repair interventions, system testing, and operational commissioning. Depending on diagnostic outcomes, the scope may extend to the complete removal and replacement of the pump assembly. Bidders must provide firm pricing through the designated scheduling form, submit verified evidence of past relevant projects, present qualified personnel credentials, and confirm access to specialized diagnostic and lifting equipment. All submissions must comply with official tender documentation protocols; late or electronically filed tenders will be rejected.

Technical Requirements

  • Contractor Grading: Bidders must hold a minimum CIDB contractor grading of 1ME or higher.
  • Past Performance Verification: Submission of reference letters or completion certificates for similar projects involving borehole, water, submersible pumps, or pump control systems executed within the last three years. Documents must be printed on the client's original letterhead and signed by an authorized representative.
  • Pricing Documentation: Full completion, signing, and submission of the SBD3.1 Pricing Schedule (Firm Prices). Incomplete forms will render the bid non-responsive.
  • Equipment Access: Confirmation of availability of essential diagnostic and operational tools, specifically an insulation tester (megger), multimeter or clamp meter, pump lifting equipment, and cable testing equipment. Provision of a detailed equipment list or an official company letter confirming access is mandatory.
  • Submission Compliance: Strict adherence to official tender formats, sealing, addressing, and delivery procedures as outlined in the Tender Data.

Skills Requirements

  • Electrical Specialist: A suitably qualified electrician is required, with a trade certificate and wireman’s license strongly preferred.
  • Pump Technician/Artisan: A certified professional with proven experience in borehole pump installation, maintenance, and repairs.
  • Credential Submission: Valid qualification certificates, licenses, curriculum vitae, and proof of employment or formal association with the bidding entity must accompany the quotation. Failure to provide verifiable proof will result in immediate disqualification.

Explanation of Key Terms

CIDB Contractor Grading (1ME): The Construction Industry Development Board classification system evaluates contractors based on financial capacity, project complexity, and annual turnover. A 1ME rating certifies eligibility for medium-scale mechanical engineering projects, ensuring the contractor has sufficient technical and financial resources to handle specialized pump system interventions safely and efficiently.

SBD3.1 (Pricing Schedule – Firm Prices): A standardized South African public sector procurement form used to declare fixed, non-negotiable costs for goods, works, or services. It enables direct price comparison across bids and establishes binding rates for the contract period.

Megger (Insulation Tester): A high-voltage electrical instrument used to measure insulation resistance in motor windings and power cables. It identifies moisture ingress, insulation breakdown, or short circuits that commonly cause submersible pump failures.

Wireman’s License: A statutory certification issued by regulatory bodies, authorizing holders to legally install, maintain, and troubleshoot electrical systems in compliance with national safety codes. It is particularly critical for controlling and powering industrial submersible pump assemblies.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
