Tender Summary

Objectives

The primary objective of this tender is to deliver a fully functional medium-pressure water reticulation network and household service connections for the Phasha area under the Capricorn District Municipality. The contract aims to execute compliant civil and mechanical construction, ensure rigorous system testing and disinfection, integrate community development initiatives, and hand over a reliable water supply infrastructure within a seven-month construction period.

Scope of Work

  • Preliminary & General: Establishment of site facilities for contractor and engineer personnel, temporary utilities, traffic management, pedestrian protection, and provision of a Community Liaison Officer.
  • Site Clearance: Clearing and grubbing a 3-meter wide corridor, removal of trees/stumps, dismantling/reinstating fences, topsoil stripping and stockpiling, and disposal of debris.
  • Earthworks & Trenching: Bulk excavation across soft, intermediate, hard rock, and boulder conditions; labour-intensive excavation/backfilling where directed; trench shoring; and restoration of road surfaces.
  • Pipeline Installation: Supply, handling, laying, and jointing of uPVC pressure pipes (Class 12/PN10) and galvanised steel pipes, including bends, tees, flange adaptors, repair couplings, and end caps.
  • Ancillaries & Testing: Installation of isolation valves, non-return valves, air release valves, bulk water meters, thrust blocks, pipeline markers, and cathodic/corrosion protection for steel sections. Includes hydraulic pressure testing and chemical disinfection.
  • Erf Connections: Construction of single and double drawoff connections using HDPE pipes, saddles, standpipes, concrete blocks, and individual water meters for residential/commercial plots.
  • Social & Environmental Management: Accredited local labour training, occupational health monitoring, environmental compliance tracking, and submission of a Health and Safety File.

Technical Requirements

  • Strict compliance with relevant SABS standards (1200 series, SABS 966, 664, 546, 1123) for all pipes, fittings, valves, and concrete works.
  • Backfill compaction to 98% Modified AASHTO density, with soil stabilisation (lime/cement) applied where instructed by the Engineer.
  • Concrete specifications require minimum 20MPa/19mm for bedding cradles and thrust blocks, and 25MPa/19mm for pipe encasement.
  • All hydraulic testing and material analysis must be verified by an accredited independent laboratory before system commissioning.
  • Mandatory detection, protection, and relocation of existing underground services, with provisional budgets allocated for unforeseen utility conflicts.
  • Construction duration is structured around a seven-month timeline, reflected in time-related preliminaries and monthly facility maintenance rates.

Skills Requirements

  • Project Supervision: Experienced Site Agents and Foremen capable of managing complex water infrastructure projects, scheduling, and quality assurance.
  • Specialised Trades: Certified artisans and mechanics proficient in uPVC mechanical jointing, galvanised steel welding, corrosion tape application, and heavy plant operation.
  • Survey & Testing: Qualified survey assistants and testing technicians skilled in alignment, levels, compaction verification, and hydraulic pressure protocols.
  • Health, Safety & Environment: Competent HSE officers trained in construction site risk management, environmental monitoring, and regulatory file compilation.
  • Community Engagement: Trained liaison personnel to coordinate local labour recruitment, skills transfer programmes, and stakeholder communication.

Explanation of Unusual or Complicated Terms

  • Mod AASHTO Density: A modified version of the American Association of State Highway and Transportation Officials compaction test, used to verify that backfilled soil meets optimal load-bearing standards for buried pipelines.
  • Freehaul Distance: The baseline transport distance included in the base contract rate. Any movement of excavated material beyond this limit triggers additional compensation.
  • Overhaul: An additional measurement unit (m³·km) used to calculate extra costs when material must be transported further than the agreed freehaul distance.
  • Erf Connection: A South African municipal term referring to the service line linking the main water reticulation network to an individual property boundary, including all necessary fittings and metering.
  • Psum / PCSum: Provisional Sum and Prime Cost Sum. These are budget allowances for undefined, specialist, or client-directed works. Actual costs will be verified against suppliers during construction, with agreed profit margins added.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
