The primary objective is to procure, supply, and commission one fully adjustable shoulder pulley system for physiotherapy rehabilitation at Dr Pixley Ka Isaka Seme Memorial Hospital. The procurement aims to enhance therapeutic outcomes through advanced, microprocessor-controlled exercise equipment while ensuring long-term operational reliability, regulatory compliance, and sustainable local economic participation through preferential procurement policies.
The scope encompasses the end-to-end delivery of a single shoulder pulley unit, including transportation, site installation, clinical commissioning, and formal acceptance testing. It requires the provision of comprehensive user and service documentation, calibration software, a starter pack of essential accessories, and a firm commitment to supply spare parts and technical support throughout the equipment’s lifecycle. Bidders must also quote for optional accessories and consumables, and submit a draft five-year preventative maintenance agreement commencing immediately after the warranty period expires.
The supplied system must feature a microprocessor that monitors and controls exercise programs across a weight range of 0.25 kg to 24 kg, with integrated software capable of quantifying resistance dosage. Key specifications include an automatic self-test function, adjustable cord extension, ultra-thin high-tensile cords, and extremely smooth dual-bearing rollers. The unit must operate on a 220V ±10% 50Hz single-phase supply, equipped with a hospital-grade, SANS colour-coded three-pin plug and a minimum three-metre cable. Compliance with IEC 60601-1 and 60601-1-2 international electrical safety standards, electromagnetic interference protection, and CE certification is mandatory. Only new, latest-model equipment is acceptable; refurbished units will be rejected. The bidder must hold valid SAHPRA distribution authorization and demonstrate local spare parts inventory in KwaZulu-Natal.
Successful bidders must provide hands-on demonstrations to hospital staff and provincial Health Technology Services technicians. Comprehensive training down to the printed circuit board (PCB) level is required, matching original equipment manufacturer (OEM) standards, with a Certificate of Competency issued within three months of delivery. Technicians must be OEM-certified and permanently based in KwaZulu-Natal, with a guaranteed response time of twenty-four hours for malfunctions. The supplier must maintain a local service facility, provide loan units during repairs, manage software updates and recalls, and ensure all preventative maintenance, troubleshooting, and calibration activities are fully costed and documented.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
