Objectives

The primary objective is to replace and install functional, hygienic sanitary facilities across multiple clinical and support wards at Hlabisa Hospital. The project aims to ensure reliable, water-efficient toilet systems that meet healthcare infrastructure standards, improve patient and staff comfort, and maintain operational continuity within the facility.

Scope

The contractor will supply and install thirty-five (35) units comprising complete toilet sets and individual shy cisterns across designated hospital departments, including B Wards, H Wards, Theatre, Maternity (Anti-natal and Post-natal), CSSD, High Care, and TB Wards. The scope encompasses the safe removal of existing fixtures, delivery of new equipment, professional installation, pressure testing for leaks, secure mounting of seats, and final handover in fully operational condition. This is a one-off contract requiring all works to be executed on-site at the hospital.

Technical Requirements

• All supplied units must be brand new, unused, and compliant with South African National Standards (SANS/SABS).
• Products must have a minimum validity period of six months upon delivery; second-hand, refurbished, or expired items are strictly prohibited.
• Installation must result in leak-free operation with securely fastened toilet seats and proper alignment.
• Pricing must be all-inclusive, covering transportation, delivery, and unloading to the specified hospital location.
• Bidders must formally confirm compliance with the attached specification sheet using official returnable forms.
• The contract includes standard government warranty provisions (minimum twelve months), performance security requirements, and inspection rights for the purchaser.

Skills & Qualification Requirements

• Valid Central Supplier Database (CSD) registration with verified tax compliance status.
• Construction Industry Development Board (CIDB) contractor grading of minimum 1SO (Special Order).
• Current Letter of Good Standing issued by the CSD.
• Certified artisan plumbing qualification, with the certified plumber required to be physically present on-site during installation.
• Documentary proof of previous successful completion of similar plumbing or sanitary installation projects (completion certificates).
• BBBEE status documentation (certificate or sworn affidavit) to claim preference points.
• Mandatory submission of all Standard Bidding Document (SBD) forms, including bidder disclosure, general conditions, and preference claims. Incomplete submissions result in disqualification.

Shy Cistern: A compact, low-profile flush tank designed to be mounted close to or behind the toilet bowl. Commonly used in healthcare environments to conserve space, reduce water consumption, and facilitate easier cleaning and infection control protocols.

CIDB 1SO Grading: A contractor classification indicating eligibility to execute construction-related orders valued up to R10 million. Required here because the installation component falls under building services and plumbing works.

80/20 Preference Point System: A procurement evaluation model where 80% of scoring is based on price competitiveness, and 20% is allocated to specific transformation goals, specifically companies with at least 51% Black ownership.

SBD Compliance: Strict adherence to mandatory declaration forms is required throughout the bidding process. Failure to submit complete, correctly signed documentation results in immediate disqualification regardless of pricing or technical capability.
