The primary objective is to procure and supply high-quality, sterile medical devices for routine gynecological examinations at St Margaret’s Community Health Centre. The tender aims to secure a reliable inventory of disposable vaginal speculums equipped with modern illumination technology to support clinical staff in accurately inspecting the cervix and vaginal walls while maintaining strict infection control standards.
The scope encompasses the supply and delivery of fourteen (14) boxes of vaginal speculums to the designated health facility. The order comprises seven (7) boxes of large size and seven (7) boxes of medium size, with each box containing one hundred (100) units. The contract covers the provision of new, sterile products, ensuring timely delivery, compliance with provincial health standards, and a quotation validity period of ninety (90) days. All products must have a minimum remaining shelf-life of six months upon delivery.
No specialized technical or engineering skills are required. Suppliers must demonstrate standard commercial, logistical, and regulatory compliance capabilities. Essential qualifications include active registration on the Central Supplier Database (CSD), valid SARS tax clearance, documented Broad-Based Black Economic Empowerment (B-BBEE) status, and proven experience in supplying medical consumables. Bidders must also possess the administrative capacity to complete mandatory government returnable documents (SBD forms) and manage sample logistics if selected.
80/20 Preference Point System: Evaluation uses a points-based model where eighty (80) points are allocated for price competitiveness and twenty (20) points for specific socio-economic goals, primarily promoting South African-owned enterprises. Proof of ownership must be submitted to claim these points.
Cover-Quoting Prohibition: The department strictly forbids multiple companies linked to the same beneficial owner from submitting separate bids for this quotation. Verification processes will identify such practices, resulting in immediate disqualification and potential restriction from public sector contracts.
Performance Security: Upon contract award, the successful bidder must furnish a performance security (e.g., bank guarantee or certified cheque) within thirty (30) days to guarantee fulfillment of contractual obligations.
Warranty & Liability: Suppliers warrant that goods are free from defects in design, materials, and workmanship for twelve (12) months post-delivery or eighteen (18) months post-shipment, whichever occurs first. Defective items must be repaired or replaced at the supplier’s cost.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
