Objectives

The primary objective of this tender is to secure competitive quotations for the timely supply and delivery of specific cosmetic equipment to the City of uMhlathuze.

Scope

The procurement covers the supply and delivery of two main items:

• An oval wall salon mirror.
• A full makeup kit housed in a case with exact dimensions of 68x25x35cm.

Delivery must be made to the municipal Supply Chain Management Unit in Richards Bay. The total estimated procurement value is less than R300,000 (including VAT).

Technical Requirements

Bidders must adhere to strict formatting, compliance, and specification standards:

• Product Specifications: Items must precisely match the described dimensions and contents. No substitutions are permitted without explicit written approval.
• Submission Format: Quotations must be completed entirely in black ink. Submissions in pencil will be automatically rejected.
• Price Modifications: Any changes to quoted prices must be manually signed by the bidder; unsigned alterations result in immediate disqualification.
• Compliance Documentation: Bidders must provide a Central Suppliers Database (CSD) number, Tax Compliance Certificate, Letter of Good Standing, and complete all mandatory Municipal Bid Document (MBD) declarations regarding conflict of interest, past procurement practices, and independent bidding.
• Preferential Procurement: Evaluation follows an 80:20 scoring split (80% price, 20% B-BBEE). Claimants must provide certified proof for demographic preferences (e.g., women, youth, disabled, or rural/township ownership).

Skills Requirements

This tender focuses on the supply of goods rather than specialized services or construction. Consequently, no specific professional certifications or technical trade skills are mandated. However, successful bidders must demonstrate:

• Administrative competence to accurately complete and sign all municipal compliance forms.
• Logistical capability to deliver the specified items to the designated municipal facility within the agreed lead time.
