The primary objective is the routine maintenance of specified national road networks to ensure safe, functional, and well-maintained infrastructure. The contract simultaneously drives socio-economic transformation by mandating enterprise development, structured skills training, and active community engagement. Additional goals include preserving road asset integrity, enforcing strict environmental stewardship, ensuring comprehensive occupational health and safety compliance, maintaining rapid emergency response capabilities, and implementing employee wellness programmes.
The project covers approximately 499 km across multiple Eastern Cape national routes (N6, N2, R61, R67, R58, R63). Core activities encompass pavement maintenance (pothole/edge-break repairs, crack sealing, bleeding correction, surface treatments, and layer reconstruction), drainage upkeep (cleaning and repairing culverts, concrete/earth drains, subsoil drains, and inlet/outlet structures), and roadside maintenance (fencing, debris collection, shoulder reinstatement, cutting stabilisation, and erosion protection). Traffic infrastructure works include signs, studs, guardrails, and markings. Vegetation control involves mowing, invasive plant eradication, and tree/shrub management. The contractor must provide 24-hour emergency assistance for accident restoration, spill clearance, fire fighting, and hazard safeguarding. Additionally, the scope includes minor structure repairs, dayworks, stakeholder liaison, and a mandatory Contract Participation Goal (CPG) requiring at least 30% of the contract value to be subcontracted to historically disadvantaged enterprises, supported by a structured Training and Skills Development Programme (TSDP).
All works must comply with FIDIC 1999 Conditions of Contract and SANRAL/COTO Standard Specifications. Rigorous quality control is mandated, including hold points, macrotexture verification using Mean Profile Depth (MPD), and riding-quality assessments via International Roughness Index (IRI) profiling. Contractors are required to utilise SANRAL’s Integrated Transportation Information System (ITIS) for daily recording, work authorisation, progress tracking, and automated payment certification. An Environmental Management Plan (EMP) must mitigate ecological impacts, while strict local content thresholds apply (100% for structural steel, 90% for electrical/telecommunication cables). Performance-based work items tie payments to predefined quality thresholds, with financial penalties for non-compliance. Occupational health and safety compliance, registered security services, and temporary traffic accommodation adhering to SARTSM standards (including appointed Traffic Safety Officers) are compulsory. A site-based Wellness Programme featuring a designated Wellness Champion and ACT facilitation must also be implemented.
Tenderers must hold a minimum CIDB contractor grading of 8CE. Key personnel require civil engineering qualifications (NQF level 6 or above), professional registration with ECSA or SACPCMP, and substantial industry experience. Mandatory appointments include a Contracts Manager, Construction Manager/Site Agent, Construction Health and Safety Officer (CHSO), Targeted Group Development Coordinator, Designated Environmental Officer (DEO), Community Liaison Officer, Wellness Champion, and accredited Traffic Safety Officers. Staff must demonstrate competency in risk assessment, quality assurance, environmental compliance, and business mentoring. The contractor must provide accredited training delivery capabilities, maintain continuous professional development records, and deploy specialist trades for pavement milling/paving, road marking, electrical installations, and slope stabilisation. Emphasis is placed on local labour utilisation, SMME capacity building, structured coaching, and subcontractor portfolio management.
ITIS: SANRAL’s digital platform enabling real-time incident reporting, mobile app progress capture, work authorisation, and automated interim payment certification.
Contract Participation Goal (CPG) / Targeted Enterprises: A transformation mandate requiring ≥30% subcontracting to historically disadvantaged SMMEs, with the main contractor responsible for mentoring, supervision, and portfolio documentation.
ACT Process: An Awareness, Counselling, and Testing programme overseen by a Wellness Champion to support mental health, prevent substance abuse, and conduct health screenings.
Performance-Based Items: Contractual work packages where payment is strictly contingent upon meeting predefined quality metrics during scheduled inspections; failures trigger financial penalties.
RIMS & SARTSM: The Road Incident Management System dictates emergency response protocols, while SARTSM outlines South African standards for road traffic safety management and temporary traffic accommodation.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
