Objectives

The primary objective is to procure and deliver genuine toner cartridges for the Office of the Chief Operating Officer at the Nelson Mandela Bay Municipality. Scope

The scope involves the supply and delivery of eight (8) toner cartridges totaling one lot. The specific requirements are:

• Two (2) units of Black Toner TN279.
• Two (2) units of Cyan Toner TN279.
• Two (2) units of Yellow Toner TN279.
• Two (2) units of Magenta Toner TN279.

The successful service provider must deliver these items to the designated location within the municipality.

Technical Requirements

• Product Authenticity: Only original equipment manufacturer (OEM) products are permitted. Generic, compatible, or refurbished toners are strictly unacceptable.
• Brand Declaration: The brand of the quoted item must be explicitly stated in the tender response.
• Samples: The municipality reserves the right to request physical samples of the proposed products for verification.
• Submission Method: All tender responses must be completed and submitted online. Fax submissions are not accepted.
• Price Validity: Quoted prices must remain valid for a minimum of thirty (30) days from the tender closing date.
• Registration: Bidders must be successfully registered on the Nelson Mandela Bay Supplier Database. Failure to register may invalidate the submission.
• Minimum Requirements: Tenders failing to meet minimum requirements will be deemed non-responsive and rejected.

• 80/20 System: This refers to the preferential procurement scoring mechanism applied to this tender. Eighty percent (80%) of evaluation points are allocated based on price competitiveness, while twenty percent (20%) are allocated based on the bidder's Broad-Based Black Economic Empowerment (BBBEE) status or other socio-economic development goals as prescribed by the Preferential Procurement Regulation of 2022. Accurate BBBEE documentation is essential to maximize these points.
• TN279: This denotes a specific toner cartridge model number, typically associated with Brother printers. It indicates that the municipality requires exact model compatibility; substitutes or different models will not be accepted even if they appear functionally similar.
• Non-Responsive Tender: A tender is considered non-responsive if it fails to comply with essential requirements, such as offering generic toners when originals are mandated, failing to state the brand, or missing mandatory declarations. Non-responsive tenders are automatically disqualified without further evaluation.
