Objectives

To secure a reliable supplier for the provision of high-quality surgical instrument lubricant for the operating theatre at Madadeni Hospital. The primary aim is to ensure uninterrupted maintenance of critical medical equipment while complying with provincial health procurement standards and national transformation objectives.

Scope

The tender covers a once-off supply and delivery of 200 units of Sani-Glide lubricant directly to the theatre department at Madadeni Hospital. Pricing must remain firm for a 90-day validity period. All expenses, including freight, handling, and insurance to the designated hospital location, must be incorporated into the quoted price. The contract excludes recurring orders, expired stock, or second-hand goods. All delivered products must retain a minimum shelf life of six months from the date of handover.

Technical Requirements

• Product Formulation: Must be a specialized oil-based instrument lubricant designed specifically for surgical tools.
• Functional Performance: Must effectively lubricate box locks, joints, and hinges while preventing stiffening, staining, and corrosion during repeated lending cycles.
• Chemical Composition: Must function as a rust inhibitor with anti-corrosive agents. The formulation must be non-silicone-based to prevent sticky residue buildup and non-corrosive to ensure safety on non-personal metal surgical instruments.
• Quality Standards: Bidders must confirm compliance with the detailed specification, indicate alignment with relevant SANS/SABS standards, and declare the proposed delivery timeframe.

Skills & Compliance Requirements

Bidders must demonstrate operational capacity to supply medical-grade consumables to healthcare institutions. Required competencies and documentation include:

• Demonstrated Experience: Submission of valid proof of past deliveries (order and delivery notes) to private or public healthcare facilities.
• Regulatory Compliance: Active registration on the Central Suppliers Database (CSD), valid tax clearance status, and current CIPC business registration documents.
• Health Product Authorization: A valid SAHPRA licence is mandatory to verify that the lubricant meets national health product safety and quality standards.
• Procurement Documentation: Completion of all mandatory returnable forms, including SBD declarations, General and Special Conditions of Contract, and BBBEE status verification (affidavit or certificate).

Key Terms & Conditions

80/20 Preference Point System: Evaluation allocates 80 points for price competitiveness and 20 points for specific socio-economic goals, exclusively awarded to companies that are 100% owned by Black Africans. Failure to submit required proof results in zero points for this category but does not disqualify the bid.

Performance & Penalties: Delayed deliveries incur financial penalties calculated using the current prime interest rate per day of delay. The purchaser reserves the right to terminate the contract for default, impose restriction penalties prohibiting future public sector engagement for up to ten years, or procure substitute goods at the supplier’s expense.

Dispute Resolution: Conflicts must first undergo mutual consultation. Unresolved disputes proceed to formal mediation before escalating to South African courts. All contractual interpretations follow South African law, and the contract language is English.
