Objectives

To procure, deliver, and professionally install replacement vertical window blinds for the Medical Records Office at Greys Hospital. The primary goal is to restore functionality, improve aesthetics, and ensure durable window covering that meets provincial health department quality and procurement standards.

Scope

The contract encompasses the complete supply, transportation, and installation of one set of vertical fabric blinds. This includes all necessary mounting hardware, tracking systems, and labor. The service provider must deliver and install the product at the designated hospital location within the agreed timeframe. Quotations remain valid for ninety days, and the successful bidder will be bound by standard government general and special conditions of contract.

Technical Requirements

• Product Specification: Vertical window blinds in fabric, specifically the Chriology brand/model.
• Dimensions: Custom size of 2400mm width by 1810mm length.
• Installation Location: Back window of the Medical Records Office.
• Condition & Quality: Must be new, unused, and non-second-hand. Products must have a minimum shelf-life validity of six months upon delivery. Compliance with relevant South African National Standards (SANS/SABS) is required where applicable.
• Measurement Protocol: Bidders must attend a compulsory site briefing and bring measuring tools to verify exact dimensions.
• Documentation: Full completion of all mandatory returnable documents, including Central Supplier Database (CSD) registration, tax clearance verification, and official quotation forms.
• Sample Submission: Top-scoring compliant bidders may be formally requested to submit physical samples for final evaluation.

• Multi-Stage Sequential Evaluation: Bids pass through four strict screening stages (Administrative Compliance, Specification Compliance, Sample Submission, and Price/Preference Scoring). Failure at any stage results in immediate disqualification without progression to subsequent stages.
• Compulsory Site Briefing: Attendance is mandatory for all bidders. Participants must bring tape measures. Absence guarantees automatic disqualification regardless of pricing or documentation.
• Anti-Cover-Quoting Verification: The department actively cross-references company registrations to detect collusive bidding practices. Discovery of cover-quoting leads to immediate disqualification and potential reporting for procurement fraud.
• Standard Government Penalty & Termination Clauses: Contracts include daily prime interest penalties for delayed delivery, purchaser rights to substitute goods or terminate for default, and potential ten-year restrictions from public sector contracts for serious breaches or fraudulent conduct.
