The primary objective is to procure, deliver, and install specialized tow trucks for internal hospital logistics. The contract aims to enhance operational efficiency across key departments by providing compliant, durable transport vehicles while ensuring strict adherence to national safety, electrical, and building standards.
The contract covers the supply, delivery, and installation of five (5) tow trucks designated for specific hospital zones:
The scope extends beyond mere delivery to include full installation, associated masonry works, patching, painting, and electrical compliance testing. The contractor must execute all works within a three-week period from site handover, ensuring minimal disruption to active hospital services. A minimum three-month guarantee period applies from the date of first delivery.
All equipment and installation processes must comply with South African Bureau of Standards (SABS/SANS) regulations. Technical execution must align with the National Building Regulations, KwaZulu-Natal Provincial Administration (KZNPA) electrical specifications, SABS 0142 wiring standards, and the Occupational Health and Safety Act. Upon completion, the contractor must submit a valid Certificate of Compliance for Electrical Installation. The supplier assumes full liability for repairing any damage to existing hospital infrastructure. Quoted prices must be firm, inclusive of VAT, transport, labour, overheads, and all statutory duties.
Bidders must demonstrate regulatory compliance and proven capability through the following mandatory documentation:
80/20 Preference Point System: An evaluation methodology where 80 points are allocated for competitive pricing and 20 points for specific socio-economic goals. In this tender, the 20 points are exclusively awarded to companies that are 100% owned by Black Africans, requiring verified CIPC ownership documentation.
CIDB Registration: A mandatory government accreditation for contractors performing construction or engineering works, ensuring the bidder meets national industry competency standards.
ECA/ECB Registration: Professional bodies that certify electrical contractors. Registration confirms the bidder possesses the technical expertise and legal authorization to perform electrical installations and issue compliance certificates.
SBD Forms: Standard Bidding Document forms mandated by South African public procurement law. SBD 4 requires disclosure of any personal or business relationships with department officials, while SBD 6.1 claims preference points for specific goals.
GCC & SCC: General and Special Conditions of Contract that govern the agreement. These enforce strict administrative compliance, prohibit cover-quoting, mandate firm pricing, and outline penalties, termination clauses, and dispute resolution mechanisms.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
