Objectives

The primary objective of this tender is to procure a reliable, compliant supplier for a one-off provision of sterile packaging materials to support clinical and surgical operations at RK Khan Hospital under the KwaZulu-Natal Department of Health. The procurement aims to ensure continuous availability of certified sterilization wraps while adhering to public sector preferential procurement policies.

Scope

The contract covers the supply and delivery of 400 units of green sterilization paper (600mm x 600mm) to RK Khan Hospital. Each unit comprises packs of 100 sheets. The engagement is a single, once-off delivery with a quotation validity period of 90 days. All transportation, handling, and delivery costs must be fully incorporated into the submitted price. Physical quotations must be delivered in sealed envelopes to the designated hospital tender box; electronic submissions will be rejected.

Technical Requirements

• Product Specification: Green sterilization crepe paper, measuring 600mm x 600mm, with a non-slip surface finish.
• Performance Criteria: Materials must withstand standard autoclave cycles at 135°C and high-speed cycles at 150°C without tearing, melting, or compromising sterility.
• Application: Designed for use as both inner and outer wrapping for surgical gowns, towels, and small instrument sets.
• Quality & Compliance: Must conform to relevant SANS/SABS standards. All supplied items must be brand new, unused, and retain a minimum shelf life of six months upon delivery.
• Documentation: Bidders must submit a valid BBBEE certificate and a sworn affidavit bearing the SANAS (South African National Accreditation System) logo. Official quotation forms must be used without retyping, and pricing must be firm and inclusive of VAT (where applicable).

Skills Requirements

No specialized professional or technical skills are explicitly mandated, as this is a standard supply-of-goods tender. Bidders must demonstrate core commercial competencies, including inventory management, logistics coordination, regulatory compliance, and accurate financial administration. Notable Terms & Conditions

Preferential Procurement (80/20 System): Evaluation uses an 80-point price allocation and 20-point allocation for companies with at least 51% Black ownership. Points are awarded based on competitive pricing relative to the lowest acceptable bid.

SANAS Affidavit Requirement: The SANAS logo indicates that the sworn affidavit must be issued or verified by an entity accredited by the South African National Accreditation System, ensuring standardized legal and procedural compliance.

Anti-Collusion & Cover-Quoting Ban: Strict prohibitions exist against multiple bids from linked entities ("cover-quoting"). Violations trigger immediate disqualification and potential restriction from public sector contracts for up to ten years.

Penalties & Termination: Delayed deliveries incur daily penalties calculated at the current prime interest rate. The purchaser retains rights to terminate for default, claim damages for excess replacement costs, and enforce performance security if awarded.
