Objectives

The primary objective is to procure certified neonatal resuscitation face masks to support critical maternal and newborn care operations within the hospital’s maternity and labour ward facilities.

Scope

This is a once-off supply contract requiring the delivery of twenty (20) units of size 00 silicone face masks directly to RK Khan Hospital in KwaZulu-Natal. The scope is strictly limited to the provision and handover of compliant medical devices, with no additional installation, training, or maintenance services required.

Technical Requirements

• Product Specifications: Round-shaped, size 00, silicone construction, autoclaveable, transparent, and soft texture.
• Regulatory Compliance: Must display the SANAS logo and adhere to applicable SANS/SABS medical device standards.
• Documentation: Valid BBBEE certificate, sworn affidavit, Central Supplier Database (CSD) registration, and SARS PIN for tax compliance verification.
• Quality & Shelf Life: Items must be brand new, unused, and retain a minimum validity period of six months upon delivery.
• Pricing & Delivery: All-inclusive quoted prices covering VAT (if applicable) and freight to the hospital. Quotations must remain valid for ninety days.
• Evaluation Framework: Assessed under an 80/20 preferential procurement model, weighting eighty percent on price and twenty percent on specific transformation goals.

Skills Requirements

No specialized technical or clinical skills are mandated. Suppliers must demonstrate standard commercial competencies, including inventory management, regulatory documentation handling, logistics coordination for on-time delivery, and administrative accuracy in completing unaltered government quotation forms. Familiarity with public sector procurement rules and preference scoring systems is expected.

• SANAS/SABS/SANS: National accreditation and standards organizations that verify medical equipment meets stringent safety, sterilization, and performance benchmarks for clinical environments.
• 80/20 Preference System: A statutory procurement weighting mechanism where eighty percent of evaluation points are awarded for competitive pricing, while twenty percent are reserved for socio-economic transformation targets, specifically companies with at least fifty-one percent Black ownership.
• Cover-Quoting Prohibition: A strict anti-fraud regulation preventing bidders from submitting multiple quotes under affiliated or related entities to manipulate pricing or evaluation outcomes. Violation results in immediate disqualification.
• Prime Interest Rate Penalty: A contractual clause imposing daily financial deductions for delayed deliveries, calculated using the prevailing prime lending rate until the goods are successfully delivered.
