Objectives

The primary objective is to procure a qualified and experienced service provider to carry out repairs and routine maintenance of streetlight infrastructure within Ward 10. The municipality seeks to restore and sustain reliable public lighting through a transparent, competitively evaluated bidding process that aligns with national preferential procurement regulations and standard municipal contract frameworks.

Scope of Work

• Inspection & Diagnostics: Systematic inspection of existing streetlights and support poles, followed by comprehensive fault finding.
• Component Replacement: Supply and installation of day/night switches, photocells, mega cables, replacement cabling (priced per meter), miniature circuit breakers (MCBs), light globes, and complete pole and junction box assemblies.
• Civil Works: Excavation and trenching for new or relocated cabling, priced per meter.
• Lighting Units: Supply and installation of streetlight fixtures rated at 80, 100, and 150 amps.
• Labor & Equipment: Provision of all skilled labor per streetlight unit. The contractor must supply specialized plant and equipment, specifically crane trucks or pole-erection machinery, and cherry pickers or elevated work platforms for safe access during installation and maintenance.

Technical Requirements

• Mandatory registration as an Electrical Contractor with the Department of Employment and Labour, in compliance with national Electrical Installation Regulations.
• Minimum Construction Industry Development Board (CIDB) grading of 1 EP or higher.
• Proven track record of four to five years operating in electrical infrastructure projects.
• Demonstrated successful completion of at least three comparable streetlight maintenance contracts, supported by verifiable documentation such as client reference letters, completion certificates, or purchase orders.
• Employment or formal representation by a fully registered individual holding current certifications in risk assessment, first aid, low/high voltage regulation, trade testing, low-voltage authorization, and COIDA compliance. This representative must possess valid MV/LV authorization to legally supervise, inspect, test, and certify electrical installations.

Skills Requirements

• Expertise in electrical fault diagnosis, safe isolation procedures, and circuit testing.
• Proficiency in installing, terminating, and commissioning streetlight components, cabling networks, and control devices.
• Competence in executing basic civil works, including trenching, backfilling, and pole foundation preparation.
• Operational proficiency in safely maneuvering heavy lifting equipment and elevated work platforms in accordance with occupational health and safety standards.
• Strong working knowledge of South African electrical codes, regulatory compliance, and certification issuance processes.
• Project coordination and documentation capabilities to maintain accurate site records, progress reports, and client deliverables.
