Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive basic first aid training to municipal staff. The initiative aims to enhance workplace safety, ensure compliance with occupational health and safety standards, and equip employees with essential emergency response capabilities.

Scope

The service provider will be responsible for conducting basic first aid training sessions specifically designed for one hundred (100) Msunduzi Municipality employees. The engagement covers the full delivery of the training program, including preparation, instruction, and assessment of participants. The municipality retains the discretion to award the contract in whole or in part and does not guarantee acceptance of the lowest bid. Quotations remain valid for ninety (90) days from the closing date.

Technical Requirements

80/20 Preference Point System: A standard South African public procurement evaluation method where 80 points are allocated to price and technical capability, while 20 points are reserved for preferential procurement goals aimed at economic transformation and broad-based black economic empowerment.

Black Owned Enterprise (BOE): Refers to businesses with at least 51% ownership and management control by South African black individuals. Status verification is conducted through official government supplier databases.

Youth-Owned Enterprise: Denotes companies where at least 51% of ownership and control rests with individuals meeting the statutory definition of youth ownership.

Preference Points Allocation: The 20-point allocation is distributed across three specific goals: BOE status (7 points), operational location within KwaZulu-Natal (6 points), and youth ownership (7 points).
