Objectives

The primary objective is to maintain and service fire safety equipment at the PMB Assessment and Therapy Centre to ensure all fire suppression systems remain fully operational, compliant with safety regulations, and ready for immediate use, thereby protecting staff, patients, visitors, and facility infrastructure.

Scope

The contract encompasses the complete on-site servicing of nine (9) hose reels and twenty-three (23) dry powder (STP) fire extinguishers located across various clinical, administrative, and support areas within the centre. The scope includes inspection, functional testing, maintenance, repainting, labeling, and verification of operational readiness for each unit. All work must be performed at the facility premises, and quoted prices must be all-inclusive of transport, labour, taxes, and profit.

Technical Requirements

• Conduct comprehensive checks on pressure, weight, nozzle integrity, hose condition, valve functionality, and water pressure for hose reels.
• Apply anti-rust red paint to all units and affix standardized identification labels per regulatory guidelines.
• Ensure all serviced equipment complies with applicable SANS/SABS standards and remains valid for a minimum of six months post-service.
• Exclude all second-hand, expired, or non-compliant products from the scope.
• Provide documented proof of prior successful deliveries to public or private health facilities.
• Submit fully completed returnable documents, including CIPC registration, BBBEE status verification or sworn affidavit, SAQCC certification, and tax clearance validation.

Skills Requirements

• Certified expertise in fire protection system maintenance, specifically for dry powder extinguishers and hose reel assemblies.
• Valid SAQCC (South African Quality Control Council) accreditation for fire protection contractors.
• Proven practical experience demonstrated through at least one verified order and delivery note from a healthcare or institutional environment.
• Ability to safely conduct on-site assessments, adhere to occupational health and fire safety protocols, and produce accurate service reports.
• Familiarity with municipal fire regulations, procurement compliance frameworks, and documentation standards required for government contracts.

Key Terms & Clarifications

SAQCC Certificate: Mandatory accreditation issued by the South African Quality Control Council, confirming that the contractor meets national standards for the installation, maintenance, and servicing of fire protection systems.

80/20 Preference Point System: A procurement evaluation model where 80 points are awarded based on competitive pricing and 20 points for specific socio-economic goals. In this tender, the 20 points are exclusively allocated to enterprises manufacturing or producing goods/services within KwaZulu-Natal.

CSD Registration: All bidders must be actively registered on the National Treasury’s Central Suppliers Database to qualify for evaluation. Verification failures result in automatic disqualification.

SBD Documentation: Standard Bidding Document forms require full disclosure of company structure, tax compliance, BBBEE status, and conflict of interest declarations. Incomplete or falsified submissions render the bid non-responsive.
