Objectives

The primary objective of this tender is to procure and deliver two (2) transfer boards to Umphumulo Hospital under the KwaZulu-Natal Department of Health. These devices are intended to support physiotherapy and clinical operations by enabling safe, comfortable, and efficient patient transfers between surfaces.

Scope

This is a one-off supply and delivery contract covering the provision of two units. Delivery must be made to the designated hospital facility, with all transport and handling costs included in the quoted price. The quotation validity period is ninety (90) days, and the contract period is once-off upon award. Late submissions will be automatically rejected, and only firm, fixed pricing will be considered.

A physical colour sample must be hand-delivered to the hospital's physiotherapy department on or before the closing date. Only new, unused goods meeting these specifications will be accepted.

Success depends on standard commercial supply chain capabilities, including inventory management, logistics coordination, regulatory compliance, and adherence to public sector procurement regulations. Bidders must demonstrate the operational capacity to meet administrative, financial, and delivery obligations without requiring additional training or specialised labour.

• SAHPRA Certificate: Issued by the South African Health Products Regulatory Authority, this certifies that the product complies with national safety, quality, and efficacy standards for health-related goods.
• 80/20 Preference Point System: A procurement evaluation framework where 80 points are allocated to competitive pricing and 20 points to socio-economic goals, specifically favouring companies with at least 51% Black ownership.
• Mandatory Sample Submission: Unlike standard tenders, a physical product sample must be delivered prior to bid closing for technical scrutiny against the specification. Samples retained by winning bidders become part of the contract.
• Strict Submission Protocol: Quotes must be physically deposited in the designated quote box by the closing time; electronic or faxed submissions are explicitly rejected.
• Penalty Clauses: Delays in delivery incur financial penalties calculated at the current prime interest rate per day. Persistent failure to perform may result in contract termination, liability for excess replacement costs, and potential restriction from future public sector contracts.
