Scope

The contract encompasses the one-off supply and delivery of 260 units of wound dressing gel (30g) to Mseleni Hospital. The successful bidder is responsible for transporting the goods to the designated hospital facility, ensuring all items meet regulatory and quality standards. The pricing submitted must remain firm for a 90-day validity period, and all logistics, handling, and delivery costs must be fully incorporated into the quoted unit price.

Technical Requirements

• Product Specifications: The item must be a wound dressing gel packaged in tubes, with each unit weighing between 25 and 50 grams.
• Quality & Shelf Life: All goods must be brand new, unused, and free from manufacturing defects. Products must have a minimum remaining shelf life of six months from the date of delivery.
• Regulatory Approval: Bidders must submit a valid certificate issued by the South African Health Products Regulatory Authority (SAHPRA). SAHPRA is the statutory body responsible for regulating the safety, quality, and efficacy of health products in South Africa.
• Standards Compliance: Items should align with applicable South African National Standards (SANS/SABS) where relevant.
• Mandatory Documentation: Bidders must complete and sign all prescribed returnable forms, including the Official Price Page, Bidder’s Disclosure (SBD4), General Conditions of Contract (GCC), Special Conditions of Contract (SCC), and the Preference Points Claim Form (SBD 6.1).

As this is a goods-supply quotation, skills requirements refer to vendor capability, compliance, and contractual capacity rather than individual personnel qualifications.

• Supplier Registration: Bidders must be actively registered and verified on the Central Suppliers Database (CSD), the national repository for all government suppliers.
• Tax Compliance: A valid tax clearance status is mandatory. If automated verification fails, the bidder must provide a SARS PIN for manual validation to confirm tax standing.
• Corporate Documentation: Valid CIPC registration documents (CORE 14.3) must be provided to prove legal business existence.
• Preference Points Capability: The evaluation uses an 80/20 preference point system, where 80 points are awarded for price competitiveness and 20 points for specific socio-economic goals. Full points are allocated to promote South African-owned enterprises, requiring bidders to submit proof such as director ID copies and company registration details.
• Contractual Capacity: Bidders must demonstrate the ability to adhere to standard GCC and SCC terms, including providing performance security upon award, honoring a 12-month warranty period post-delivery, accepting penalties for delayed deliveries, and complying with termination and dispute resolution clauses.
