Objectives

The primary objective of this tender is to secure a qualified supplier to service, test, and maintain the Hercules-Phoenix 2 High-Tension Circuit Breaker for the City of uMhlathuze. The procurement aims to ensure the continued safety, regulatory compliance, and reliable operational performance of critical electrical infrastructure through certified mechanical and electrical maintenance procedures.

Scope of Work

The successful supplier will be required to deliver the following services:

• Servicing the breaker mechanisms
• Conducting mechanical testing of the breaker
• Supplying four (4) trip coils
• Locating and repairing any gas leaks
• Performing electrical tests, including speed and duty assessments
• Providing technician labour to record test results for the relevant operating unit
• Submitting a comprehensive final report detailing all maintenance activities and test outcomes

Technical Requirements

Bidders must meet strict technical and administrative criteria. Failure to provide any mandatory documentation will result in immediate disqualification:

• Hold a CIBD Rating of EP 1 plus ME 1
• Possess a valid HV Regulation certificate (ORHVS)
• Provide documented history of previous high-tension breaker repairs
• Present certificates proving 132kV HV Circuit Breaker training and/or CB Maintenance course completion
• Register with the Central Suppliers Database (CSD) and submit a Tax Compliance Certificate
• Provide a Letter of Good Standing from the Compensation Fund
• Submit a SHE Risk Management file and complete all required municipal bid declaration forms (MBD 4, 8, and 9)
• Complete all quotation forms in black ink; any price alterations must be manually signed by the bidder

Skills Requirements

The supplier must deploy personnel with specialized expertise in high-voltage electrical systems:

• Certified technicians with proven experience in 132kV HV circuit breaker maintenance and testing
• Competence in high-tension breaker repair, mechanism servicing, and gas leak detection/repair
• Ability to conduct mechanical diagnostics and electrical speed/duty testing
• Proficiency in accurately documenting test results and compiling professional technical reports
• Familiarity with municipal supply chain compliance, safety standards, and preferential procurement policies

Notable Terms & Conditions

Several specialized terms govern this procurement:

• CIBD Rating EP 1 + ME 1: A contractor classification system indicating specific competency levels for electrical protection and mechanical/electrical qualifications required for high-voltage engineering work.
• ORHVS: Certification related to overhead line and rated high-voltage switchgear operations, ensuring adherence to national electrical safety and grid regulations.
• COU: Refers to the Control/Operations Unit responsible for grid monitoring; all test records must be formally logged for their review.
• CSD: The Central Suppliers Database, a national government registry mandatory for all public sector procurement in South Africa.
• MBD Forms: Standard municipal bid documents requiring statutory declarations on conflict of interest, past supply chain practices, and independent bidding to prevent collusion.
• Pricing Policy: Quoted prices are fixed upon submission; no increases will be approved post-deadline. Preferential procurement points may be claimed under municipal policy for designated ownership and demographic targets.
